Unanimous vote. <br />Moved by Councilwoman Garcia to consider and approve Planning Commis- <br />sion Resolution Nos. 1064, 1065, 1066, 1067, 1070, 1074 and 1075, and <br />amend and/or consider the remainder of the Resolutions at a later <br />date. <br />Motion died for lack of a second. <br />Moved by Councilman Rehrer, seconded by Mayor Huntoon, to approve the -" <br />Planning Commission recommendations and First Reading of ORDINANCE NO. <br />1647, waiving full reading. <br />Before the voting, Councilman Rios stated the solution to many of <br />these problems and questions seems to be the completion of the Fogg <br />Street Underpass, which would eliminate the majority of the heavy <br />truck traffic through the residential areas. Mr. Rios suggested that <br />the City do a crude, temporary job for the present time, just to make <br />the Underpass usable. <br />Mayor Huntoon stated that he agrees with Councilman Rios concerning <br />the Fogg Street Underpass, and he felt the City could do some- <br />thing of a temporary nature until we obtain the grant funds to com- <br />plete the job. Mayor Huntoon then asked how we stand at the present <br />time on this project. <br />City Manager Elliott stated that first of all, the City would have to <br />establish a fund to do a project of this kind on the Underpass. Mr. <br />Elliott said, secondly, he had written a letter to Senator Ayala re- <br />questing assistance on our grant application for the Fogg Street <br />Underpass, to see if we could be moved on the list from 15th to a <br />fundable position. <br />Councilwoman Garcia stated although she felt the Fogg Street Under- <br />pass was also an important item, the issue here this evening con- <br />cerns the change of zones in various areas of South Colton that will <br />effect both residential and industrial interests. Mrs. Garcia said <br />she thought the intent of the General Plan was to clean up certain <br />areas, eliminate spot zoning, and to use as a guideline in providing <br />the community as a whole with a better place to live and work. Mrs. <br />Garcia stated there are citizens that are worried about their homes <br />and also citizens that are worried about their businesses, and she <br />could not understand how upgrading the Fogg Street Underpass at this <br />point was going to solve the existing problems of rezoning. Mrs. <br />Garcia concluded she felt the City Council should take the priori- <br />ties as they come, and settle the matter of rezoning. <br />After additional discussion, Mayor Huntoon called for the question <br />on the motion. Upon Roll Call, the Vote was as follows: <br />AYES: Two; Huntoon, Rehrer. <br />NOES: Three; Cisneros, Garcia, Rios. <br />ABSENT: None. <br />Motion did not carry. <br />Councilman Rehrer then asked where does the City go from here, and <br />where do we stand. <br />Mayor Huntoon said that everything is status quo, it remains the same <br />as it was before, the General Plan is not in conformance with the <br />Zoning Ordinance or zoning maps. <br />Planning Director Aguilera responded that was correct. <br />Mrs. Yolanda Lopez, 789 West "F" Street, Colton, stated she would like <br />to suggest to the City Council they consider developing a sub -commit- <br />tee to work with Staff and the Planning Commission, in an effort to <br />resolve some of these problems concerning the rezoning and amendments <br />to the General Plan. <br />JUL 9 1983 <br />
