Mr. Aguilera continued that the Planning Commission, after studying / and discussing this matter, recommended approval of the zone change request as outlined in Planning Commission Resolution No. 1078. Mr. Aguilera concluded if the City Council concurs with the recom- mendations of the Planning Commission, it would be in order to con- sider First Reading of Ordinance No. 1646. Mayor Huntoon asked if there was anyone in the audience desiring to speak on this matter. No one came forward. Moved by Councilman Rehrer, seconded by Councilman Rios, to termi- nate the public hearing. Unanimous vote. Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to waive full reading and pass First Reading of Ordinance No. 1646. Unanimous vote. ORDINANCE NO. 1646 - AN ORDINANCE OF THE CITY OF COLTON AMENDING First Reading ORDINANCE NO. 1602, AS AMENDED, AND PROVIDING FOR CERTAIN ZONE RECLASSIFICATIONS. Zone Changes r Ord. No. 1647 Mayor Huntoon declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and report- ed that no protests or objections had been received. Q Mr. Aguilera reported on the proposed change of zones in areas lo- cated approximately west and north of the Santa Ana River and south of Congress Street, as outlined in Planning Commission Resolution Nos. 1064 through 1075. Mr. Aguilera advised that at the Public Hearing held by the Plann- ing Commission, the majority of people commented on Planning Commis- sion Resolution Nos. 1071 and 1072, and expressed their opposition to industrial traffic running through residential neighborhoods. Mr. Aguilera stated the Planning Commission has therefore recommended that all previous Resolutions adopted by the Planning Commission are to remain the same, with the exception of Resolution Nos. 1071 and 1072 which are to be amended so that a Conditional Use Permit will be required of any new development in that area in order to insure that industrial traffic does not circulate through residential areas, and the C.U.P. requirement would remain in force until the Fogg Street Underpass is expanded to carry the large truck traffic. Mr. Aguilera concluded if Council concurs with the recommendations of the Planning Commission, it would be in order to consider First Read- ing of Ordinance No. 1647. Mayor Huntoon stated this is a Public Hearing and due to the large number of people in attendance, he would allow three speakers in favor of this matter, and three speakers in opposition to this matter. Speaking in opposition were the following, stating the City should adhere to the General Plan as it was adopted in 1981, they should take a look at the needs of the community as a whole, not just in- dividual property owners, and the areas of Jefferson Lane and 8th Street and Congress and Fogg Streets should remain industrial, and leave the rest as residential: Ms. Lorenza Vasquez, 677 South 8th Street, Colton.
