Mr. Aguilera continued that the Planning Commission, after studying / <br />and discussing this matter, recommended approval of the zone change <br />request as outlined in Planning Commission Resolution No. 1078. <br />Mr. Aguilera concluded if the City Council concurs with the recom- <br />mendations of the Planning Commission, it would be in order to con- <br />sider First Reading of Ordinance No. 1646. <br />Mayor Huntoon asked if there was anyone in the audience desiring to <br />speak on this matter. No one came forward. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to termi- <br />nate the public hearing. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to <br />waive full reading and pass First Reading of Ordinance No. 1646. <br />Unanimous vote. <br />ORDINANCE NO. 1646 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />First Reading ORDINANCE NO. 1602, AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS. <br />Zone Changes <br />r Ord. No. 1647 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and report- <br />ed that no protests or objections had been received. <br />Q Mr. Aguilera reported on the proposed change of zones in areas lo- <br />cated approximately west and north of the Santa Ana River and south <br />of Congress Street, as outlined in Planning Commission Resolution <br />Nos. 1064 through 1075. <br />Mr. Aguilera advised that at the Public Hearing held by the Plann- <br />ing Commission, the majority of people commented on Planning Commis- <br />sion Resolution Nos. 1071 and 1072, and expressed their opposition <br />to industrial traffic running through residential neighborhoods. <br />Mr. Aguilera stated the Planning Commission has therefore recommended <br />that all previous Resolutions adopted by the Planning Commission are <br />to remain the same, with the exception of Resolution Nos. 1071 and <br />1072 which are to be amended so that a Conditional Use Permit will be <br />required of any new development in that area in order to insure that <br />industrial traffic does not circulate through residential areas, and <br />the C.U.P. requirement would remain in force until the Fogg Street <br />Underpass is expanded to carry the large truck traffic. <br />Mr. Aguilera concluded if Council concurs with the recommendations of <br />the Planning Commission, it would be in order to consider First Read- <br />ing of Ordinance No. 1647. <br />Mayor Huntoon stated this is a Public Hearing and due to the large <br />number of people in attendance, he would allow three speakers in <br />favor of this matter, and three speakers in opposition to this matter. <br />Speaking in opposition were the following, stating the City should <br />adhere to the General Plan as it was adopted in 1981, they should <br />take a look at the needs of the community as a whole, not just in- <br />dividual property owners, and the areas of Jefferson Lane and 8th <br />Street and Congress and Fogg Streets should remain industrial, and <br />leave the rest as residential: <br />Ms. Lorenza Vasquez, 677 South 8th Street, Colton. <br />Mr. Jose Lopez, 192 West "K" Street, Colton. <br />Mr. Epigmenio Roman, 945 Flores Street, Colton. <br />Speaking in favor of the zone change recommendations were the follow- <br />ing: <br />Donna East, representing East Truck Crane Service, 210 Fogg Street, <br />Colton. <br />Raymond Ramirez, 1021 Jefferson Lane, Colton. <br />Bill Melvin, representing his father's business at 201 Fogg Street, <br />Colton. <br />JUL 1 9 1983 <br />
