328 <br />After discussion, moved by Councilwoman Garcia, seconded by Council- <br />man Rehrer, the request from the Colton Joint Unified School District <br />was referred to the Planning Commission for study. Unanimous vote. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Plunge <br />Recreation Director Max Lofy reported on the Plunge Maintenance <br />Contract with Lonnie's Plumbing of Colton, advising that the Con- <br />tract is $2,000 less than last year, and will provide the City em- <br />ployee, designated to receive training from Lonnie in maintaining <br />the equipment and mechanical operation of the Plunge system, with <br />instruction and practical application training of the preseason <br />preparatory process, with the City employee gradually assuming <br />more responsibility on the day to day operation as the summer pro- <br />gresses. <br />Mr. Lofy concluded the amount of this contract has been budgeted <br />and Staff recommends approval of the Contract with Lonnie's Plumb- <br />ing of Colton. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- <br />prove Contract with Lonnie's Plumbing of Colton for maintenance of <br />Plunge as outlined by Staff. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />City Manager Elliott stated at the end of the meeting he would like <br />to have a Closed Session with the City Council, and also the Council <br />Members have received copies of the 1983-84 Preliminary Budget and he <br />would like to set up some dates for future Budget Sessions. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: -- <br />Agreements <br />Res. No. 4335 <br />City Attorney Edwards reported on Amendment No. 2 to the Joint Powers <br />Agreement with Southern California Public Power Authority and Resolu- <br />tion No. 4335, advising that these two documents specifically express <br />the power of SCPPA to issue the Refunding Bonds, pursuant to Ordinance <br />No. 1642, adopted May 17, 1983• <br />Mr. Edwards concluded Staff recommends approval of Amendment No. 2 and <br />Resolution No. 4335. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />approve Amendment No. 2 to Joint Powers Agreement with Southern Cali- <br />fornia Public Power Authority and Resolution No. 4335. Unanimous <br />vote. <br />RESOLUTION NO. 4335 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, AUTHORIZING THE EXECUTION <br />OF AMENDMENT NO. TWO TO THE JOINT POWERS AGREE- <br />MENT OF THE SOUTHERN CALIFORNIA PUBLIC POWER <br />AUTHORITY. <br />ORAL COMMUNICATIONS: <br />Councilwoman Pauline Garcia read a statement concerning her recent <br />absence, due to family illness, and expressed her deep resentment <br />and dissatisfaction with inquiries that had been made by the City <br />Attorney as to her whereabouts. Mrs. Garcia stated inasmuch as she <br />had not found any reference in this regard in public meeting minutes, <br />she assumed this was done in closed session, which is a direct vio- <br />lation of the Brown Act, and she was extremely disappointed that the <br />City Attorney, City Manager, Mayor and fellow Council Members could <br />condone such blatant disregard for the Brown Act and violation of the <br />law. <br />.lura 7 1983 <br />
