294 <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to termi- <br />nate the Public Hearing. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />waive full reading and pass First Reading of Ordinance No. 1635. <br />Vote was unanimous. <br />ORDINANCE NO. 1635 - AN ORDINANCE OF THE CITY OF COLTON, AMENDING <br />ORDINANCE NO. 1602, AND CHAPTER 18 OF THE <br />COLTON MUNICIPAL CODE, ESTABLISHING A COMPRE- <br />HENSIVE PLAN FOR ZONING AND LAND USE. <br />Housing & Community Development Block Grant <br />Planning Director Aguilera advised that the State has now taken over <br />the Community Develoment Block Grant program from the federal gov- <br />ernment and, consequently, the State has moved the application dead- <br />line from October, 1983, to March 14, 1983. <br />Mr. Aguilera continued that the City has been informed we may be <br />eligible for a grant of $600,000 and, in view of this information, <br />Staff has taken the necessary steps to prepare an application for <br />these funds. Part of the process necessary before submittal of an <br />application is to have the City Council approve a specific project <br />and the application. <br />Mr. Aguilera advised that public hearings were held in February to <br />obtain citizen input on specific projects and the indication was <br />for the rehabilitation of existing homes. <br />Mr. Aguilera concluded Staff recommends the City Council set a <br />Public Hearing on Friday, March 11, 1983, for the purpose of dis- <br />cussing the proposed project and the application for said project. <br />After additional discussion, on Council consensus, a Public Hearing <br />was set for Friday, March 11, 1983, at 5:00 P. m., in the Council <br />Chambers of City Hall. <br />CORRESPONDENCE : <br />City Manager Elliott referred to a letter dated February 22, 1983, <br />from Dr. Richard W. Crane, Pastor of the First Baptist Church of <br />Colton, requesting the use of Fleming Park on Sunday, April 3, <br />1983, for Easter morning sunrise services. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />approve request of the First Baptist Church for use of Fleming <br />Park. Unanimous vote. <br />City Manager Elliott reported on a request from Mills & Lieberg <br />Associates, Inc., to hang banners in the City announcing the <br />Future World Expo '83. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />approve request of Mills & Lieberg Associates, Inc., to hang banners <br />in the City of Colton, as outlined by Staff. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS <br />Bids/Transfer of Funds <br />Community Services Director Joe McGee reported on awarding of bid <br />for repair of the Walnut Reservoirs, which were reviewed by <br />Willdan Associates, engineering consultants, and it is recommended <br />the bid be awarded to Manes Paint Contracting of Redlands in the <br />amount of $34,645. <br />Mr. McGee also reported on a Transfer of Funds in the amount of <br />$25,000, to cover the costs of the repair of the reservoirs and <br />".the consultant's fee. <br />
