301 CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: City Treasurer Res. No. 4298 City Attorney Edwards reported from his memorandum advising by State law, the City Council may delegate to the City Treasurer authority to invest and reinvest City funds and to sell and ex- change City securities, and Resolution No. 4298 would make that delegation. Mr. Edwards concluded Staff recommends adoption of Resolution No. 4298. Moved by Councilman Rios, seconded by Councilman Rehrer, to approve Resolution No. 4298. Unanimous vote. Moved by Councilman Rehrer, seconded by Councilman Rios, to pass Second Reading and adopt Ordinance No. 1635. Unanimous vote. ORDINANCE NO. 1635 - AN ORDINANCE OF THE CITY OF COLTON, AMENDING ORDINANCE NO. 1602, AND CHAPTER 18 OF THE COLTON MUNICIPAL CODE, ESTABLISHING A COMPRE- HENSIVE PLAN FOR ZONING AND LAND USE. COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: Pretreatment Plant Proposed Ordinance Director of Community Services Joe McGee reported that at a previous meeting, the Council examined the City's proposed pretreatment program and the basic questions appeared to be concerned with the method of charging commercial users and the implementation of discharge permits. The charge rates will be set by separate resolution and the permit issuance process can be done at Staff level. Mr. McGee advised the City has received letters from the Environmental Protection Agency stating that a pretreatment ordinance must be en- acted by the City in a timely fashion. Mr. McGee concluded with Council concurrence, Staff will present the pretreatment ordinance for First Reading at the April 5, 1983 meet- ing, together with alternative resolutions for determining charges for the program, for Council's consideration and approval. Mayor Huntoon stated he still feels that if the City is meeting its requirements insofar as the dumpage into the river, chemical dis- charges, etc., the City is then in compliance and there is no need for the proposed ordinance or additional charges to the commercial users. Discussion then followed between Mayor Huntoon and Mr. McGee with regard to the proposed ordinance, regulations as outlined by the En- vironmental Protection Agency and the Regional Water Quality Control Board, and proposed charges for the program to the users.
