301 <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />City Treasurer <br />Res. No. 4298 <br />City Attorney Edwards reported from his memorandum advising by <br />State law, the City Council may delegate to the City Treasurer <br />authority to invest and reinvest City funds and to sell and ex- <br />change City securities, and Resolution No. 4298 would make that <br />delegation. <br />Mr. Edwards concluded Staff recommends adoption of Resolution No. <br />4298. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve <br />Resolution No. 4298. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to pass <br />Second Reading and adopt Ordinance No. 1635. Unanimous vote. <br />ORDINANCE NO. 1635 - AN ORDINANCE OF THE CITY OF COLTON, AMENDING <br />ORDINANCE NO. 1602, AND CHAPTER 18 OF THE <br />COLTON MUNICIPAL CODE, ESTABLISHING A COMPRE- <br />HENSIVE PLAN FOR ZONING AND LAND USE. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Pretreatment Plant <br />Proposed Ordinance <br />Director of Community Services Joe McGee reported that at a previous <br />meeting, the Council examined the City's proposed pretreatment program <br />and the basic questions appeared to be concerned with the method of <br />charging commercial users and the implementation of discharge permits. <br />The charge rates will be set by separate resolution and the permit <br />issuance process can be done at Staff level. <br />Mr. McGee advised the City has received letters from the Environmental <br />Protection Agency stating that a pretreatment ordinance must be en- <br />acted by the City in a timely fashion. <br />Mr. McGee concluded with Council concurrence, Staff will present the <br />pretreatment ordinance for First Reading at the April 5, 1983 meet- <br />ing, together with alternative resolutions for determining charges for <br />the program, for Council's consideration and approval. <br />Mayor Huntoon stated he still feels that if the City is meeting its <br />requirements insofar as the dumpage into the river, chemical dis- <br />charges, etc., the City is then in compliance and there is no need <br />for the proposed ordinance or additional charges to the commercial <br />users. <br />Discussion then followed between Mayor Huntoon and Mr. McGee with <br />regard to the proposed ordinance, regulations as outlined by the En- <br />vironmental Protection Agency and the Regional Water Quality Control <br />Board, and proposed charges for the program to the users. <br />MAR 1 5 15;;3 <br />RESOLUTION NO. <br />4298 - <br />A RESOLUTION OF THE CITY COUNCIL <br />OF THE <br />CITY OF COLTON DELEGATING TO THE <br />CITY TREAS- <br />URER THE AUTHORITY TO INVEST AND <br />REINVEST <br />FUNDS OF THE CITY AND TO SELL OR <br />EXCHANGE <br />SECURITIES. <br />Ordinance No. <br />1635 <br />Second Reading <br />Q <br />City Attorney <br />Edwards <br />introduced Ordinance No. 1635 for <br />Second Read- <br />ing, reading it <br />as to <br />number and title only, advising that <br />this Ordi- <br />nance involves <br />a Text <br />Amendment to the Colton Municipal <br />Code and to <br />Ordinance No. <br />1602. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, to pass <br />Second Reading and adopt Ordinance No. 1635.
