302 <br />Councilwoman Garcia stated that although the City may be in compli- <br />ance at the present time, this may not hold true in the future, and <br />she felt it would be beneficial to the City to adopt the pretreatment <br />ordinance as required by the E.P.A. <br />After additional discussion, moved by Councilwoman Garcia, seconded <br />by Councilman Rehrer, to approve Staff's recommendation with regard to <br />the proposed pretreatment ordinance as outlined. Motion carried, with <br />Mayor Huntoon voting NO. <br />Refuse Division <br />Rate Increase <br />Mr. McGee reported on conceptual approval of an increase in Refuse <br />rates, advising that on February 7, 1983, the Utilities Commission <br />recommended the following actions regarding trash rates: 1)that <br />twice weekly residential service be maintained; 2) that residential <br />and commercial charge rates be increased; 3) that a franchise fee <br />be imposed on private haulers in the City of Colton. <br />Mr. McGee continued the Community Services Department conducted a <br />survey of citizens to determine their preference regarding residen- <br />tial pickup. We received 2,712 responses out of approximately 8,000 <br />forms sent. Of these responses, 759 preferred to retain twice week- <br />ly pickup with increased rates, and 1,916 preferred once a week pick- <br />up without a rate increase. <br />Mr. McGee said before preparing the necessary ordinance revisions <br />and resolutions for Council consideration and approval, Staff needs <br />direction from the Council regarding some basic questions, as follows: <br />Does the City want to continue picking up refuse, or contract <br />out that work. If the Council wants to continue trash pickup, <br />it is essential that we have a minimum of three additional <br />new vehicles ready for operation on July 1, 1983• <br />If the Council desires to continue pickup, authorization should <br />also be given to request bids on vehicles prior to the end of the <br />fiscal year. We estimate the vehicles, if purchased, to cost <br />about $275,000, or, if leased on a five year closed end lease, <br />to cost about $70,000 per year for five years. <br />2. If the Council desires to continue pickup, the choices must be <br />made between once a week or twice a week residential pickup. If <br />twice a week residential pickup is continued, the charge rate <br />should be increased to $5.50 per month. Commercial pickup rates <br />should be increased to $1.40 per yard independent of residential <br />pickup, and a 10% franchise fee should be imposed on all haulers <br />operating within the City. <br />3. If the Council desires to go to once a week pickup, the monthly <br />residential charge rate can remain at the current $4.00 per <br />month. Commercial rates would be increased to $1.40 and the <br />franchise fee applied to the permit haulers. <br />Mr. McGee also referred to a three-page report dated February 7, <br />1983, sent to the Utilities Commission, entitled "Evaluation of <br />Refuse Collection in the City of Colton", and cost schedules enti- <br />tled 11111 Reduced Cost Alternatives" and 11#2 Increased Rate Alterna- <br />tives". <br />Discussion then followed among Council Members and Staff with regard <br />to once a week pickup and no increase in rates; twice a week pickup <br />with an increase in rates; having the refuse service contracted out; <br />and the necessity of purchasing additional refuse trucks. <br />Councilman Rehrer moved that this matter be referred back to Staff <br />for additional information and costs involved, and report back to <br />the City Council at the meeting scheduled for April 5, 1983.
