<br />First Reading
<br />City Attorney Edwards introduced Ordinance No. 1642 for First Read-
<br />ing, advising this Ordinance authorizes the issuance of refunding
<br />bonds by the Southern California Public Power Authority, and re-
<br />places them with lower interest rate bonds, which can reduce the
<br />City's cost for energy purchased under the previously approved Power
<br />Sales Contract, relating to the Palo Verde Project.
<br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to waive
<br />full reading and pass First Reading of Ordinance No. 1642. Vote was
<br />unanimous.

<br />(First Reading COLTON, AUTHORIZING THE ISSUANCE OF REFUNDING

<br />ORAL COMMUNICATIONS:
<br />Mrs. Mandy Karr, 1265 374 Mt. Vernon Avenue, Colton, spoke with re-
<br />gard to the pretreatment ordinance, No. 1637, stating that the
<br />bus-inesses make up a large percentage of the City of Colton by creating
<br />jobs, finances, etc., and she was hopeful that this new ordinance will
<br />Q not discourage future businesses.
<br />a Mrs. Evelyn Rehrer, 1222 Norman Road, Colton, President of the Colton
<br />Women's Club, advised that Thursday, May 5, 1983, has been designated
<br />as a NATIONAL DAY OF PRAYER, and asked that everyone observe this day
<br />by taking a few moments at 12:00 Noon for prayer.
<br />Mr. Art Gray, Colton, spoke to the City Council regarding how the
<br />Animal Shelter disposes of animals. Mr. Gray also expressed his re-
<br />sentment regarding the new resolutions and ordinance that had been
<br />adopted with regard to refuse rates and pickup, stating the once-a-
<br />wer_lc pickup was not a good idea.
<br />ADJOURNMENT:
<br />Moved by Councilman Rios, seconded by Councilman Rehrer and unani-
<br />mously passed, Mayor Huntoon adjourned the meeting at 10:10 p. m.
