Mr. Aguilera stated the Planning Commission reviewed this matteMn <br />April 26, 1983, and found the project to be consistent with the Gen- <br />eral Plan and zoning for the area, and has instructed Staff to issue <br />a Negative Declaration for the project, and recommends approval of <br />of the Zone Change because the Commission felt that a higher degree <br />of control could be exercised upon future development with the pro- <br />posed zoning of R-1/PC. <br />Mr. Aguilera concluded if Council concurs, it would be in order to <br />pass First Reading of Ordinance No. 1643. <br />Mayor Huntoon asked if anyone present desired to speak on this <br />matter. <br />After additional discussion, moved by Councilwoman Cisneros, seconded <br />by Councilman Rios, the Public Hearing was terminated. Unanimous <br />vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to deny <br />Ordinance No. 1643 and Planning Commission Resolution No. 1076. Vote <br />was unanimous. <br />Community Centers <br />Res. No. 4328 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Planning Director Aguilera reported on a transfer of Community De- <br />velopment Block Grant Funds for the upgrading of the kitchens in both <br />the Hutton and Luque Community Centers, so that these facilities will <br />meet the Health and Safety Code guidelines for public eating places, <br />in order to continue with the Nutrition for Seniors Lunch Program <br />which is carried on at both Centers. <br />Mr. Aguilera advised the San Bernardino Environmental Health Ser- <br />vices Agency has outlined the Health Code violations involved and <br />they have indicated that for the Seniors Program to continue as in <br />the past, these violations will have to be corrected. Mr. Aguilera <br />stated the estimated expenditure for proposed kitchen facilities is <br />approximately $26,984, together with the expansion of the Hutton <br />Center kitchen, for a total approximate cost of $70,000. <br />MAY 17 1983 <br />Dr. William J. West, 943 Valencia Mesa Drive, Colton, presented a <br />petition to the City Council containing 9 names in favor of the <br />zone change. Dr. West stated he feels this development will help <br />to upgrade the area and add value to the land. <br />Speaking in opposition to the zone change request were the follow- <br />ing: <br />(\1 <br />Charles Gabriel, 1922 Cordova Avenue, Colton. <br />(Y) <br />Jackie Druzinski, 263 Loma Verde Drive, Colton. <br />Dolores Acosta, Della Lane, Colton. <br />Q <br />Van Crouter, 22491 DeBerry Street, Colton. <br />Wes Hayden, 279 Litton Street, Colton. <br />Jo Anne Scriber, Colton. <br />The opponents felt the proposed density for this project was too <br />high for the area, there would be an increase in traffic which would <br />add to an already congested condition, this type of project was not <br />needed in that area, and that the applicant was trying to derive the <br />biggest density possible with the PC overlay, which would not be <br />compatible with that area. <br />Dr. West then described the proposed improvements, the size of homes <br />to be built and the cost, landscaping, etc. <br />Councilwoman Cisneros and Councilman Rios were concerned about the <br />proposed density for the area, the overcrowding of homes, increased <br />traffic, and the overall development in general. <br />After additional discussion, moved by Councilwoman Cisneros, seconded <br />by Councilman Rios, the Public Hearing was terminated.
