Mr. Aguilera stated the Planning Commission reviewed this matteMn
April 26, 1983, and found the project to be consistent with the Gen-
eral Plan and zoning for the area, and has instructed Staff to issue
a Negative Declaration for the project, and recommends approval of
of the Zone Change because the Commission felt that a higher degree
of control could be exercised upon future development with the pro-
posed zoning of R-1/PC.
Mr. Aguilera concluded if Council concurs, it would be in order to
pass First Reading of Ordinance No. 1643.
Mayor Huntoon asked if anyone present desired to speak on this
matter.
After additional discussion, moved by Councilwoman Cisneros, seconded
by Councilman Rios, the Public Hearing was terminated. Unanimous
vote.
Moved by Councilwoman Cisneros, seconded by Councilman Rios, to deny
Ordinance No. 1643 and Planning Commission Resolution No. 1076. Vote
Res. No. 4328
Mayor Huntoon declared the Public Hearing open.
City Clerk Ramos submitted the Affidavit of Publication and reported
that no protests or objections had been received.
Planning Director Aguilera reported on a transfer of Community De-
velopment Block Grant Funds for the upgrading of the kitchens in both
the Hutton and Luque Community Centers, so that these facilities will
meet the Health and Safety Code guidelines for public eating places,
in order to continue with the Nutrition for Seniors Lunch Program
which is carried on at both Centers.
Mr. Aguilera advised the San Bernardino Environmental Health Ser-
vices Agency has outlined the Health Code violations involved and
they have indicated that for the Seniors Program to continue as in
the past, these violations will have to be corrected. Mr. Aguilera
stated the estimated expenditure for proposed kitchen facilities is
approximately $26,984, together with the expansion of the Hutton
Center kitchen, for a total approximate cost of $70,000.
Dr. William J. West, 943 Valencia Mesa Drive, Colton, presented a
petition to the City Council containing 9 names in favor of the
zone change. Dr. West stated he feels this development will help
to upgrade the area and add value to the land.
Speaking in opposition to the zone change request were the follow-
ing:
(\1
Charles Gabriel, 1922 Cordova Avenue, Colton.
(Y)
Jackie Druzinski, 263 Loma Verde Drive, Colton.
Dolores Acosta, Della Lane, Colton.
Q
Van Crouter, 22491 DeBerry Street, Colton.
Wes Hayden, 279 Litton Street, Colton.
Jo Anne Scriber, Colton.
The opponents felt the proposed density for this project was too
high for the area, there would be an increase in traffic which would
add to an already congested condition, this type of project was not
needed in that area, and that the applicant was trying to derive the
biggest density possible with the PC overlay, which would not be
compatible with that area.
Dr. West then described the proposed improvements, the size of homes
to be built and the cost, landscaping, etc.
Councilwoman Cisneros and Councilman Rios were concerned about the
proposed density for the area, the overcrowding of homes, increased
traffic, and the overall development in general.
After additional discussion, moved by Councilwoman Cisneros, seconded
by Councilman Rios, the Public Hearing was terminated. Unanimous
vote.
