31-4 <br />Community Centers <br />Set for Public Hearing on Tuesday, May 17, 1983, transfer of Com- <br />munity Development Block Grant Funds for upgrading of kitchens in <br />the Hutton & Luque Centers. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- <br />prove the Consent Calendar, deleting Item Nos. 4 and 14. Vote was <br />unanimous. <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamations <br />Mayor Huntoon read in full a Proclamation declaring May 1 through 7, <br />1983, as NATIONAL MUSIC WEEK. The Proclamation was accepted by Mrs. <br />Jane Rhine. <br />Councilman Rehrer read in full a Proclamation declaring May 15 through <br />21, 1983, as MENTAL HEALTH WEEK. The Proclamation was accepted by <br />Mrs. Rosa Garcia. <br />May,)r Huntoon announced that the Proclamation honoring NATIONAL <br />NURSING HOME WEEK, May 8 through 14, 1983, will be presented to the <br />Olivewood Convalescent Hospital next week by Councilman Rios. <br />Councilman Rios read in full a Proclamation honoring CINCO DE MAYO <br />WEEK, May 1 through 8, 1983. <br />Resolutions <br />City Attorney Edwards read in full a Resolution of Commendation on <br />behalf of the RETIRED SENIOR VOLUNTEER PROGRAM sponsored by the <br />Steelworkers Oldtimers Foundation, honoring them for their many <br />charitable services to local communities. The Resolution was ac- <br />cepted by Louise Baker. <br />Appointments <br />Mayor Huntoon advised that he would make appointments to two new com- <br />mittees, the Colton Historical and Cultural Museum Committee, and the <br />Colton Economic Committee. Mr. Richard Dawson, Manager of the Colton <br />Chamber of Commerce will be the Chairman of both Committees, with <br />Jennifer Thornberry being the liaison person on the Museum Committee, <br />and Phillip Elliott being the liaison person on the Economic Com- <br />mittee. Mayor Huntoon then read the names of the persons appointed to <br />each committee. <br />PUBLIC HEARINGS: <br />Zoning <br />Ord. No. 1641 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and re- <br />ported that letters of protest have been received from Mel Albiso <br />and Eugene Schluter. <br />Planning Director Jaime Aguilera reported on proposed zone changes, <br />as outlined in Planning Commission Resolution Nos. 1064 through 1075'—' <br />in order to comply with the new General Plan designations in areas <br />located south of Congress Street, west and north of the Santa Ana <br />River, and approximately one and one-half miles east of Riverside <br />Avenue. <br />Mr. Aguilera then outlined on a large map the areas in question for <br />the rezoning, indicating the existing zones, the zones as designated <br />in the General Plan, and the recommended zones proposed by the Plann- <br />ing Commission, which coincided with each Planning Commission Reso- <br />lution and attached map. <br />LIAY ' 3 <br />
