<br />Mayor Huntoon asked if anyone present desired to speak on this matter.
<br />Those speaking in opposition to the proposed zone changes were as
<br />follows:
<br />Mr. Joseph Torres, 961 South 5th Street, Colton.
<br />Mr. Epigmenio Roman, 945 Flores Street, Colton.
<br />Mr. Ray Abril, Jr., 330 East N Street, Colton.
<br />Mr. Ralph Guyaux, owner of property at Fernando and Flores Streets.
<br />Those speaking in favor of the proposed zone changes were as follows:
<br />Planning Director Aguilera stated that the industrial zoning would
<br />be consistent with the surrounding zoning and uses, however, the
<br />City could require a Conditional Use Permit for development, which
<br />would require a public hearing before the Planning Commission, and
<br />in that way the property owners and City would have some control over
<br />what types of development would go in that area.
<br />Councilman Rios then asked if Councilman Rehrer would consider amend-
<br />ing his motion, modifying that portion of property previously dis-
<br />cussed, in Planning Commission Resolution No. 1071, requiring a Con-
<br />ditional Use Permit for any development.
<br />Councilman Rehrer stated he would withdraw his motion, and Mayor
<br />Huntoon said he would withdraw the second.
<br />Moved by Councilman Rehrer, seconded by Councilman Rios, to waive
<br />full reading and pass First Reading of Ordinance No. 1641, with the
<br />requirement of a Conditional Use Permit for any development of that
<br />area as outlined in Planning Commission Resolution No. 1071. Vote
<br />was unanimous.

<br />Before the vote, Councilman Rios said he would like to ask Planning
<br />Director Aguilera if it would be possible to establish a buffer zone
<br />in that area outlined in Planning Commission Resolution No. 1071,
<br />north of Fogg Street, south of Congress Street commencing on La Cadena
<br />—"
<br />Drive and continuing east for approximately 2,100 feet to the terminus
<br />of the M-2 zone located west of Flores Street, as one of the interest-
<br />ed property owners in that area, Mr. Roman, had expressed his strong
<br />opposition to industrial zoning across from his property. Council-
<br />man Rios said he was concerned about that particular area and would
<br />like to see if something could be done to help the adjoining resi-
<br />dents. Councilwoman Cisneros said she agreed with this, as she knows
<br />the property owners in that area have worked hard to upgrade their
<br />homes.
