381 <br />September 22, 1983, at 5:30 P.M. <br />CORRESPONDENCE <br />Mayor Huntocn reported that a letter from Miller Honey Company had <br />been received late today and Staff has not had a chance to review it, <br />therefore, he would recommend that it be referred back to Staff. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />refer Miller's Honey Company's letter of September 19, 1983, back <br />to Staff, to be brought back at the October 18 Council Meeting. <br />Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Sanitation <br />Refuse Rates/Resolution No. 4372 <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to deny <br />Resolution No. 4372. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Traffic <br />Parking Violations/Resolution No. 4373 <br />Acting Police Chief Paul Connolly, reported that the City has been <br />informed by the Central Division of the San Bernardino Municipal Court <br />that effective October 1, 1983, the court will discontinue processing <br />our parking citations, with the exception of contested cases to be <br />set for trial. Chief Connolly said in order to continue enforcing <br />parking within the City, a different management system must be <br />initiated. <br />Chief Connolly informed the Council that Veritical Management Systems <br />is a computer assisted, multi -state system, which currently manages <br />parking programs for many cities including Grand Terrace and Loma <br />Linda. Chief Connolly said Vertical Management Systems provides the <br />service at $1.05 per citation and staff would recommend entering into <br />an agreement with them. Chief Connolly called Council's attention to <br />the backup material, including an ordinance establishing the procedure <br />for accepting bail forfeitures and parking violations, the resolution <br />setting the bail amounts, and the agreement with Vertical Management. <br />Discussion followed. <br />Councilwoman Cisneros felt the bail amounts were excessively high and <br />asked to see the existing County fees. <br />Councilwoman Garcia felt there were costs in the Vertical Management <br />agreement which needed clarification. <br />SEP �), 0 1983 <br />City Engineer McGee reported the County of San Bernardino has <br />announced that the dump fees for disposal of refuse at County land- <br />fills will be increased from $3.50 per ton to $5.85 per ton effective <br />October 1, 1983. Mr. McGee said this increase in fees will increase <br />costs to the City estimated at $35-40,000. <br />NMr. <br />McGee said the Utilities Commission at their September meeting <br />recommended that residential fees be increased 10% and that the por- <br />tion of the commercial refuse charge in excess of the bin rental also <br />be increased by 10%. Mr. McGee said this recommendation will produce <br />Q <br />revenues of approximately $46,000. <br />Mr. McGee recommended approval of Resolution No. 4372 increasing <br />residential rates to $4.40 per month and increasing commercial rates <br />to $1.55 per cubic yard plus container rental. <br />Councilman Rehrer stated the proposal to increase Refuse Fees upset <br />him because the citizens were told that rates would not be increased <br />^ <br />if the City went to once a week pickup. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to deny <br />Resolution No. 4372.
