City Attorney Edwards reported that with regard to the new bill <br />allowing for an increase in Council Salaries, he has written a memo <br />explaining that before the present Council could benefit from a pay <br />increase, it would need to adopt an ordinance making the change; <br />further, there would need to be a change in the status of the Council <br />before the change could be effected. Mr. Edwards said in other words, <br />if there were no Council vacancy before the next municipal election, <br />the increase would not occur until Spring 1986. <br />Police: <br />Acting Chief of Police Connolly stated he has prepared a memo to the <br />Council explaining the funds requested for the Command Center. <br />Chief Connolly stated that the State has given the City the equipment <br />for the 911 Emergency Dispatch, however, the remodeling and locating <br />of the equipment in the basement was the idea of the City and the City <br />will not be reimbursed for this. <br />Council will refer back to Account 89, Page 302. <br />Page 303, Canine - Chief Connolly stated the increase in this divi- <br />sion is due to a car and man being transferred in from another divi- <br />sion. Chief Connolly said they do not presently have the additional <br />dog, however, the dog willbe available in about 3 weeks. <br />Community Relations - Discussion followed on Uniform Allowance in <br />this budget and that listed in the Administrative portion. Chief <br />Connolly explained his Uniform Allowance is paid out of Community <br />Relations, while Mr. Elliott's allowance is paid out of the Adminis- <br />trative budget. <br />Councilwoman Cisneros asked if this was covered by an M.O.U. <br />City Attorney Edwards stated if the question was whether the Council <br />has to fund this expenditure, the answer is no. <br />The Council will review Page 318 and Page 219. <br />FIRE: <br />Fire Chief Gemmell said he has requested a new position of part-time <br />Intermediate Clerk Typist. <br />Discussion was held on Page 356, Chief Gemmell stated they are under <br />contract with the County for dispatching purposes and would not be <br />joining with the Police Dispatching to be located in the basement. <br />Page 360, Account 2101-91, Chief Gemmell asked Council to consider <br />adding $1,500 more to this account as the $7,000 budgeted for a new <br />staff car would not be sufficient. Council will take a second look <br />at Page 360. <br />Page 369, Councilwoman Garcia asked Chief Gemmell if the public was <br />being made aware of what to do in case of an emergency. Councilwoman <br />Garcia said part of the education and training budget should be set <br />aside for public education in this field. <br />Chief Gemmell responded that an Emergency Information Packet is being <br />readied for public use. <br />Planning, Building h Safetv: <br />Planning Director Aguilera reported that he has requested a Building <br />Inspector Supervisor, to relieve him of having to perform direct <br />supervision duties in the building division. <br />Page 181, Mr. Aguilera said he has budgeted for a Student Intern, <br />as well as, an increase for Planning Commissioners. Mr. Aguilera said <br />the increase would mean $15.00 per meeting, per member and $20.00 for <br />the Chairman per meeting. <br />JUN 12 1984 <br />
