<br />Councilwoman Garcia stated before the Council starts on the recap, she would
<br />like to go back to the Personnel Division budget as she was not in attendance
<br />when this was reviewed and she has some questions.
<br />Councilwoman Garcia said that she was opposed to the new Secretary II position
<br />Discussion followed. City Manager Elliott stated he did not feel that Mrs.
<br />Madsen should have to spend time doing clerical functions, as her time is more
<br />costly than a Secretary's II.
<br />Councilwoman Garcia stated that if it's typing that is the concern, then the
<br />City should hire a Clerk Typist. Councilwoman Garcia said we already have a
<br />part-time Clerk Typist who does not receive fringe benefits, hire another part-
<br />time Clerk Typist without fringes. If a Secretary II is hired, we are going to
<br />pay a higher salary to begin with, plus pay full fringe benefits.
<br />Council Members Rios and Rehrer concurred with Councilwoman Garcia's recommenda-
<br />tion. On Council consensus, the Personnel Division personnel was left as currently
<br />exists. No additionl new personnel.
