478 City Attorney Edwards presented RESOLUTION NO. 4499 for Council's consideration and approval, relating to the termination of annexation proceedings for Colton Annexation West 34, and also the prezoning for that same area. Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to ap- prove RESOLUTION NO. 4499. Unanimous vote. RESOLUTION NO. 4499 - Ordinance No. 1665 Second Reading A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON FINDING THAT OVER FIFTY PERCENT OF THE VOTERS PROTESTED AND TERMINATING ANNEXATION WEST 34 (LAFC NO. 1919) AND THE PREZONING IN- CIDENTAL THERETO. City Attorney Edwards introduced Ordinance No. 1665 for second read- ing, reading it as to number and title only, advising that this ordi- nance pertains to the moving of buildings and oversized loads. Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to waive full reading, pass Second Reading and adopt ORDINANCE NO. 1665. Vote was unanimous. ORDINANCE NO. 1665 - AN ORDINANCE AMENDING ORDINANCE NO. 965, AN (Second Reading) ORDINANCE REGULATING THE MOVING OF BUILDINGS AND OVERSIZED LOADS AND REPEALING ORDINANCE NO. 1002. Resolution No. 4500 City Attorney Edwards presented Resolution No. 4500 for Council's con- sideration and approval pertaining to Phillip D. Elliott and police duties. Councilwoman Garcia requested that the resolution be read in full, which was done by City Attorney Edwards. Moved by Councilman Rios, seconded by Councilman Rehrer, to approve RESOLUTION NO. 4500. Upon Roll Call, the Vote was: AYES: Three; Rios, Rehrer, Huntoon. NOES: One; Garcia ABSENT: One; Cisneros. Motion carried. RESOLUTION NO. 4500 - ORAL COMMUNICATIONS: Recreation A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON DESIGNATING PHILLIP D. ELLIOTT AS A LOCAL POLICEMAN ENGAGED IN ACTIVE LAW ENFORCEMENT SERVICE, ASSIGNING DUTIES TO HIM AND MAKING RELATED FINDINGS. Councilman Rios stated he would like to commend and thank both Max --. Lofy, Recreation Director, and City Manager Elliott for their co- operEtion and assistance on many occassions for various recreational programs and activities. Refuse Councilman Rehrer requested that another questionnaire be mailed out to the residents, along with their utility billings, regarding a possible increase in refuse rates and twice a week pickup. Mayor Huntoon stated he understands that the Utility Commission is in the process of discussing this matter, and possibly the City Council should wait for their recommendations before taking any action.
