4'7'7 <br />Councilwoman Garcia stated she was in agreement with Councilman Rios <br />and felt that the education and experience requirements are way too <br />low for a supervising position. Mrs. Garcia said if the City is going <br />to have people in supervisory capacities, they should be of higher ed- <br />ucation and experience than the people they are supervising. Mrs. <br />Garcia stated that too often the City "waters down" the requirements <br />for various positions to make the job fit the person, and she would <br />like to see higher requirements. <br />Personnel Officer Elliott stated that if Council desires, Staff can <br />take this back, review it, and bring it back at a later time, and <br />continue this public hearing. Mr. Elliott asked if any of the Council <br />Members had any suggestions they would like to incorporate in this <br />matter. <br />Councilwoman Garcia said she felt that between the City Manager's of- <br />fice and Personnel, they should be able to come up with some require- <br />ments for a position of a supervisory capacity. <br />Planning and Building Director Aguilera stated the City has two in- <br />spectors that qualify for this position as it is now, and if the re- <br />quirements are increased, none of the inspectors will qualify for the <br />position. Mr. Aguilera advised that this position was budgeted for as <br />a promotional position, and if the requirements were raised, the <br />Q salary would also have to be adjusted accordingly, and an entirely new <br />Q person would have to be hired rather than promoting from within the <br />department. <br />Discussion then followed between Council Members and Staff with re- <br />ga*d to the proposed position, requirements, salary, etc. <br />Councilman Rehrer then stated that he would withdraw his motion, and <br />Councilman Rios said he would withdraw the second. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to con- <br />tinue the Public Hearing to the next regular Council Meeting, August <br />21, 1984. Unanimous vote. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Bids/Contracts <br />City Manager Elliott reported on the bid award contract for Traffic <br />Signal Maintenance, City Project #84-7, advising that Staff recom- <br />mends the award of contract be made to Superior Service Signals, the <br />low bidder, at $9,612. per year. <br />Moved by Councilwoman Garcia, seconded by Councilman Rehrer, approving <br />and awarding bid contract to Superior Service Signals, in the amount <br />of $9,612, for traffic signal maintenance. Unanimous vote. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />City Manager Elliott announced that he was requesting a Closed <br />Session to discuss Personnel Matters. <br />Mr. Elliott also announced that today was Councilman Rehrer's birth- <br />day and there will be cake and coffee served in the Conference Room <br />after the meeting, and everyone is invited to attend. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 7:52 p. m., to dis- <br />cuss Personnel Matters, and reconvened at 8:12 p. m., all Members <br />present. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Annexations <br />Res.
