4'7'7 Councilwoman Garcia stated she was in agreement with Councilman Rios and felt that the education and experience requirements are way too low for a supervising position. Mrs. Garcia said if the City is going to have people in supervisory capacities, they should be of higher ed- ucation and experience than the people they are supervising. Mrs. Garcia stated that too often the City "waters down" the requirements for various positions to make the job fit the person, and she would like to see higher requirements. Personnel Officer Elliott stated that if Council desires, Staff can take this back, review it, and bring it back at a later time, and continue this public hearing. Mr. Elliott asked if any of the Council Members had any suggestions they would like to incorporate in this matter. Councilwoman Garcia said she felt that between the City Manager's of- fice and Personnel, they should be able to come up with some require- ments for a position of a supervisory capacity. Planning and Building Director Aguilera stated the City has two in- spectors that qualify for this position as it is now, and if the re- quirements are increased, none of the inspectors will qualify for the position. Mr. Aguilera advised that this position was budgeted for as a promotional position, and if the requirements were raised, the Q salary would also have to be adjusted accordingly, and an entirely new Q person would have to be hired rather than promoting from within the department. Discussion then followed between Council Members and Staff with re- ga*d to the proposed position, requirements, salary, etc. Councilman Rehrer then stated that he would withdraw his motion, and Councilman Rios said he would withdraw the second. Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to con- tinue the Public Hearing to the next regular Council Meeting, August 21, 1984. Unanimous vote. COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: Bids/Contracts City Manager Elliott reported on the bid award contract for Traffic Signal Maintenance, City Project #84-7, advising that Staff recom- mends the award of contract be made to Superior Service Signals, the low bidder, at $9,612. per year. Moved by Councilwoman Garcia, seconded by Councilman Rehrer, approving and awarding bid contract to Superior Service Signals, in the amount of $9,612, for traffic signal maintenance. Unanimous vote. CITY MANAGER'S REPORTS AND RECOMMENDATIONS: City Manager Elliott announced that he was requesting a Closed Session to discuss Personnel Matters. Mr. Elliott also announced that today was Councilman Rehrer's birth- day and there will be cake and coffee served in the Conference Room after the meeting, and everyone is invited to attend. CLOSED SESSION: The City Council adjourned to Closed Session at 7:52 p. m., to dis- cuss Personnel Matters, and reconvened at 8:12 p. m., all Members present.
