<br />Eileen B. Couture vs. City of Colton. Recommend denial.
<br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap-
<br />prove the Consent Calendar, with the deletion of Item Nos. 11 and 13.
<br />Unanimous vote.
<br />MAYOR'S REPORTS AND PROCLAMATIONS:
<br />Awards
<br />City Manager Elliott and Acting Police Chief Paul_ Connolly presented
<br />plaques and awards to Police Officer Victor Paul for his bravery and
<br />assistance in saving a couple from their burning home.
<br />Ordinance Nos. 1673 and 1674
<br />Mayor Huntoon stated before the City Council considers the Public Hear-
<br />ings this evening, Item No. 24, Second Reading of Ordinance No. 1673
<br />Oand 1674, will be considered.
<br />Co City Attorney Edwards read his memorandum, advising that at a previous
<br />M meeting the City Council considered a General Plan Amendment and Zoning
<br />ofor the area between Congress, Washington, La Cadena, and the Southern
<br />M Pacific Railroad, and adopted Resolution No. 4531, which amended the
<br />W General Plan to designate the area "General Industrial.", and passed
<br />Q First Reading of Ordinance Nos. 1673, concerning the portion of that
<br />area north of Fogg Street, and Ordinance No. 1674, concerning the por-
<br />tion of that area south of Fogg Street.
<br />Mr. Edwards continued the existing zoning in the area is M-1, north of
<br />Fogg Street, and M-1 and M-2, south of Fogg Street. The proposed Ordi-
<br />nances, 1673 and 1674, provide for rezoning to M-1/SPA, which is light
<br />industrial/sensitive development area, an overlay zone, and requires
<br />that any proposed development be reviewed and approved by the Planning
<br />Commission under the conditional use permit procedure.
<br />City Attorney Edwards then read in full Ordinance Nos. 1673 and 1674.
<br />Mayor Huntoon stated that before hearing from the public on this matter
<br />he would like to introduce Assemblyman Jerry Eaves.
<br />Assemblyman Eaves advised that he now has an office in Rialto, and
<br />his Administrative Assistant will be Bob Salazar. Mr. Eaves stated
<br />he looks forward to working very closely with the City of Colton.
<br />Mayor Huntoon then asked if anyone in the audience desired to speak on
<br />this matter.
<br />Speaking in opposition to the change of zone, requesting that the City
<br />Council obtain an Environmental Impact Report before considering Second
<br />Reading on the Ordinances, and stating the City should stick to the
<br />General Plan adopted in 1981 and consider the health and safety of the
<br />residents of South Colton: (Presented Petition containing over 400
<br />signatures)
