<br />Councilwoman Garcia said she would also like to see the justifica-
<br />tion for this, as according to the Commission Meeting Minutes, the
<br />Commission has asked the Little League for justification for altering
<br />Central Ballpark as there are other parks in the City of legal size,
<br />and also where these funds will come from for the work.
<br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS:
<br />Bonds/Financin
<br />Jennifer Thornberry, Administrative Assistant, RDA, read a report
<br />fron Francis Baum, of Best, Best & Krieger, regarding changes in
<br />final terms of the Multifamily Housing Revenue Bond Issue, which
<br />require amending the former Resolution, No. 4398.
<br />Mr. John Brown, of Best, Best & Krieger, explained the recommended
<br />changes, requesting approval of Resolution No. 4404 in order to con-
<br />clude the financing.
<br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to ap-
<br />prove RESOLUTION NO. 4404. Unanimous vote.
<br />RESOLUTION NO. 4404 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY
<br />OF COLTON AMENDING RESOLUTION NO. 4398.
<br />Bids
<br />Planning & Building Director Aguilera read a report with regard to
<br />award of construction contract for the Community Development Block
<br />Grant Sewer Improvements Project, B -82 -DH -06-0505, recommending the
<br />award be made to the low bidder, Wren Pipeline, in the amount of
<br />$380,083, which is $10,000 over the amount of funds available for
<br />the project. Mr. Aguilera advised the firm of Dotson, O'Bryant and
<br />Crawford, Engineers of Work on this project, have also recommended
<br />the firm of Wren Pipeline.
<br />Mr. Aguilera stated in order to award the bid now and be within the
<br />budget, Staff suggests that a change order be executed along with the
<br />contract, deleting some items in order to bring the bid in conform-
<br />ance with the funds available, and any deletions made would not
<br />change the scope of work with regard to the number of sewer lines or
<br />laterals to be constructed.
<br />Mr. Aguilera concluded if Council concurs, Staff would recommend the
<br />City Council authorize the City Manager to enter into a contract with
<br />the construction firm of Wren Pipeline.
<br />Mr. Aguilera advised the City Manager has comments to make on this
<br />matter.
<br />City Manager Elliott advised that in checking on the bid bond sub-
<br />mitted along with the bid from Wren Pipeline, the bond is not a
<br />reliable or authentic document, and apparently there has been some
<br />problem with this company, therefore, he would recommend the bid
<br />award be made to Mancha Corporation in the amount of $390,433.75,
<br />and authorize the City Manager to enter into a contract, along with
<br />a change order, with Mancha Corporation for this work.
<br />Discussion followed among Council Members and Staff regarding the
<br />work to be performed, award of bid and contract, etc.
<br />Moved by Councilwoman Cisneros, seconded by Mayor Huntoon, awarding
<br />bid for construction contract to Mancha Corporation, in the amount
<br />of $390,433.75, together with Change Order, for Community Development
<br />Block Grant Sewer Improvements Project, B -32 -DH -06-0505. Vote was
<br />unanimous.
<br />lton Western Days
<br />Mr. Wes Hayden, Chairman of Colton Western Days, presented the City
<br />and the Police Department with a German Shepherd dog, which was
<br />bought with proceeds from Colton Western Days, to replace the dog
<br />that had become ill and was no longer in service.
