Ms. Lorenza Vasquez, 677 South 8th Street, Colton, spoke in oppositih'9 <br />to the General Plan Amendment, stating she did not feel this was ap- <br />propriate for the area. Ms. Vasquez asked what had happened to the <br />committee that was to be formed with residents of Colton, to work to- <br />gether on future amendments to the General Plan and industrial devel- <br />opm,jrts in the City. Ms. Vasquez also asked if the public hearing <br />had been advertised properly and the property owners notified. <br />Councilwoman Garcia stated the City is industrializing South Colton <br />and the residents of that area want the properties to be zoned proper- <br />ly. Mrs. Garcia said apparently some of the Planning Commissioners <br />are confused about this issue, as they thought this matter was in con- <br />formance with the General Plan, and it is not, this is an amendment to <br />the General Plan. <br />Planning Director Aguilera responded that the Staff report on this <br />matter was very clear as to what was being requested and what the <br />recommendations were, and that it was in fact an amendment to the <br />General Plan. <br />Mayor Huntoon asked if anyone else desired to speak on this matter. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, the <br />Public Hearing was terminated. Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve <br />RESOLUTION N0. 4403. Upon Roll Call, the Vote was: <br />Ayes: <br />Four; Rios, <br />Noes: <br />One; Garcia. <br />Absent: <br />None. <br />Motion <br />carried. <br />Cisneros, Rehrer, Huntoon. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Assessment District No. 79-1 <br />Mr. Joseph E. Bonadiman spoke to the Council Members with regard to <br />payment for services rendered as Civil Engineer for Assessment Dis- <br />trict No. 79-1, advising there was a contract between his company and <br />the City, approved and signed in 1980, providing compensation in the <br />amount of $62,400. for design, engineering and surveying services for <br />Assessment District No. 79-1. <br />Mr. Elliott advised there is a fund for Assessment District No. 79-1, <br />that could provide for this payment, however, these funds have been <br />invested in a 30 -day CD Account, and, if the Council does decide to <br />make this payment to Mr. Bonadiman, Staff would request the monies <br />be taken from another source, and after January 19, 1984, that amount <br />could be reimbursed from the Assessment District Account. <br />After additional discussion among Council Members, Staff, and Mr. <br />Bonadiman, moved by Councilman Rios, seconded by Councilman Rehrer, <br />to refer this matter back to Staff for study and report back to the <br />City Council at the next regular meeting. <br />ORAL COMMUNICATIONS: <br />Mr. Frank Smith, 270 West F Street, Colton, suggested the City do <br />something about having the railroad tracks leveled out on the west <br />side of Colton Avenue, near F Street. <br />Ms. Lorenza Vasquez, 677 South 8th Street, Colton, spoke again about <br />the General Plan Amendment in South Colton, asking if the residents <br />are still not happy about the action taken, can they bring this back <br />to the City Council again for discussion. <br />City Attorney Edwards stated if there is any resident in the City of <br />Colton that wished to discuss any matter with himself, a Council <br />Member, or Staff, they were certainly welcome to do so, and they are <br />always available to the citizens of the community. <br />JAN "� 1984 <br />
