Moved by Councilwoman Cisneros, seconded by Councilman Rios, to ap- prove the Consent Calendar with the removal of Item No. 19. Vote was unanimous. MAYOR'S REPORTS AND PROCLATIONS: Proclamations Mayor Huntoon read in full a Proclamation declaring June 14, 1984, as NATIONAL FLAG DAY. Zoning/General Plan Mayor Huntoon reported on a matter concerning an area in the City of Colton, bounded on the north by Congress Street, on the west by La Cadena Drive, on the east by the Southern Pacific Railroad tracks, and on the south by the Santa Ana River, which cannot be improved or developed by the property owners due to an inconsistency between the N City's General Plan and zoning, the existing zoning being M-1 and M-2. Mayor Huntoon continued that a clear, consistent policy should be fixed and the General Plan and zoning should be consistent with each Q other. Mayor Huntoon suggested the Council. direct Staff to initiate Q a review of this matter and to propose appropriate amendments to be considered by the Planning Commission. Moved by Councilman Rehrer, seconded by Councilman Rios, to refer the matter as outlined by Mayor Huntoon to Staff and the Planning Commis- sion for review and recommendation. Unanimous vote. PUBLIC HEARINGS: Planning Cases City Attorney Edwards stated that Item No. 25, relating to the Public Hearing for a General Plan Amendment, will be reset for the next regular Council. Meeting, June 19, 1984, at 7:30 p. m. Moved by Councilwoman Cisneros, seconded by Councilman Rios, to re- set for Public Hearing on Tuesday, June 19, 1984, General Plan Amend- ment, Index No. G-1-84, Planning Commission Resolution No. 2008. Unanimous vote. Special Assessments Landscaping & Lighting Maintenance District No. 1 Mayor Huntoon declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Mr. Daniel Burnett, Consulting Engineer, made the Engineer's Report advising that the District consists of 484 lots, at a cost of $91 per lot, for a total assessment of $44,000. Mr. Burnett stated the Report provides for the annexation into the District of additional parcels and for the levy of annual. assessments. Mr. Burnett continued if there are no protests received this evening, the Council may proceed with the adoption of two resolutions for the Landscaping and Lighting Maintenance District. Mayor Huntoon asked if anyone present desired to speak in favor of or in opposition to this matter. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, the Public Hearing was terminated.
