452 <br />RESOLUTION NO. 4476 - <br />RESOLUTION NO. 4477 - <br />CORRESPONDENCE: <br />Text Amendment <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON, CALIFORNIA, ORDERING ANNEXATION NO. 1 <br />TO CITY OF COLTON LANDSCAPING AND LIGHTING <br />MAINTENANCE DISTRICT NO. 1, CONFIRMING THE <br />ASSESSMENT AND DIAGRAM AND ORDERING LEVY AND <br />COLLECTION OF SPECIAL ASSESSMENTS FOR FISCAL <br />YEAR 1984-85. <br />RESOLUTION ORDERING THE CONTINUED OPERATION OF <br />THE CITY OF COLTON LANDSCAPING AND LIGHTING <br />MAINTENANCE DISTRICT NO. 1, CONFIRMING THE <br />ASSESSMENT AND DIAGRAM AND ORDERING LEVY AND <br />COLLECTION OF SPECIAL ASSESSMENTS FOR FISCAL <br />YEAR 1984-85. <br />City Manager Elliott referred to a letter from Mr. S. M. Donnel re- <br />garding a public hearing to be held by the Planning Commission on a <br />Text Amendment, and a problem with a resident that owns approximately <br />ten or eleven dogs. <br />Mr. S. M. Donnel, 1155 Valencia Drive, spoke to the City Council <br />about their neighbor who keeps approximately 11 dogs, the odor that <br />is created by this amount of animals, and especially the disturbance <br />and noise from the dogs barking. <br />Mr. Jess Mota, 1174 Rancho Avenue, also spoke to the Council about <br />this problem, stating he felt the City should do something about <br />this, as it has been going on for a long time. <br />Acting Police Chief Paul Connolly reported to the Council that the <br />Animal Control. Officer is in the process of writing a report on this <br />matter, which will be submitted to the City Attorney. Mr. Connolly <br />advised they have received severaltelephone calls on this matter, and <br />as he understands it, the City has an ordinance dealing with the <br />noise created by dogs, but not limiting the number of dogs. <br />After additional discussion, Staff and the City Council assured Mr. <br />Donnel that this matter is being looked into and studied, and hope- <br />fully the problem can be alleviated. <br />Electric/Refund <br />City Manager Elliott referred to a letter from Wendy P. Warren -Short <br />requesting to speak to the City Council. with regard to the refund <br />from Southern California Edison Company. <br />No one stepped forward to address the City Council, therefore, Mr. <br />Elliott advised this matter would be referred to the Utilities Com- <br />mission. <br />COMMUNITY SERVICES DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Sewers <br />Mayor Huntoon recommended that he and a Staff member be authorized <br />to meet with business and property owners to explain how they will <br />be affected by the proposed sewer service charges. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />approve the recommendation as outlined by Mayor Huntoon with regard <br />to sewer service charges. Unanimous vote. <br />RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />Park Maintenance <br />Recreation Director Max Lofy read. his memorandum regarding the park <br />maintenance, specifically Veterans, Davis and Municipal Parks. Mr. <br />Lofy advised that Staff and the Recreation and Parks Commission recom- <br />mend the utilization of the interest on the revenue from the Park <br />Development Tax Fund to hire additional part-time personnel to work <br />JUN 61984 <br />
