MAYOR'S REPORTS AND PROCLAMATIONS: 447 Proclamations Councilman Rios read in full a Proclamation declaring the week of May 20 through 26, 1984, as NATIONAL PUBLIC WORKS WEEK. Councilman Rehrer read in full a Proclamation declaring the month of May as CALI- FORNIA NEIGHBORHOOD WATCH MONTH. The Proclamation was accepted by Acting Chief of Police Paul Connolly. Mayor Huntoon read in full a Proclamation declaring the week of May 13 through 19, 1984, as NATIONAL POLICE WEEK. The Proclamation was accepted by Acting Chief of Police Paul Connolly. PUBLIC HEARINGS Personnel Res. No. 4466 Mayor Huntoon declared the Public Hearing open. Mr. Elliott continued the Electric Utility Director is recommending that the position of Electric Utility Service Planner be abolished and replaced by the proposed job description of Electrical Engineering Manager, with a proposed salary range of 41. Mr. Elliott concluded Staff recommends approval of both job descriptions, and approval of Resolution No. 4466, for the position of Electrical Engineering Manager. Mayor Huntoon asked if anyone present desired to speak on this matter. Councilman Rios questioned the job descriptions as recommended and the proposed salaries. Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, the Public Hearing was terminated. Unanimous vote. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve the two job descriptions as outlined, and approve RESOLUTION NO. 4466. Unanimous vote. RESOLUTION NO. 4466 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING RESOLUTION NO. 4447, ESTABLISHING A PAY AND CLASSIFICATION PLAN FOR THE EMPLOYEES OF THE CITY OF COLTON. PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: Planning Director Aguilera reported on the request from Yolanda Lopez to create a Planning Subcommittee for the South Colton area, advising that Mrs. Lopez presented a proposal to Staff that a Standing Committee be formed by the City in order to re- ceive input from this committee on development and other matters in the area speci- fied, and the proposal also contained a detailed description of the functions of the committee, its composition, the area, and purpose. Mr. Aguilera stated that at the Planning Commission meeting of May 8, 1984, Staff offered the following observations to the Commission: 1. The area described is greater than the area usually described as South Colton. 2. Adding a subcommittee review to all Planning functions would cause addi- tional delays in processing items for this part of the City. 3. The Planning Commission has always held public hearings specifically for the purpose of hearing testimony from concerned citizens. 4. If a private organization was formed, the concerned citizens from this area could be just as effective by participating in public hearings as they would be if the committee were a City -sponsored organization. MAY 15 1984 Personnel Officer Elliott submitted the Affidavit of Posing and reported that no protests or objections had been received. Mr. Elliott reported the amendments to the City's Pay and Classification Plan in- clude the revision of the job description for Maintenance Man III to more closely reflect the duties of the position. There is no change in the salary range and the proposed description has been approved by supervisors in the Community Services De- partment.
