MAYOR'S REPORTS AND PROCLAMATIONS: <br />447 <br />Proclamations <br />Councilman Rios read in full a Proclamation declaring the week of May 20 through <br />26, 1984, as NATIONAL PUBLIC WORKS WEEK. <br />Councilman Rehrer read in full a Proclamation declaring the month of May as CALI- <br />FORNIA NEIGHBORHOOD WATCH MONTH. The Proclamation was accepted by Acting Chief of <br />Police Paul Connolly. <br />Mayor Huntoon read in full a Proclamation declaring the week of May 13 through 19, <br />1984, as NATIONAL POLICE WEEK. The Proclamation was accepted by Acting Chief of <br />Police Paul Connolly. <br />PUBLIC HEARINGS <br />Personnel <br />Res. No. 4466 <br />Mayor Huntoon declared the Public Hearing open. <br />Mr. Elliott continued the Electric Utility Director is recommending that the position <br />of Electric Utility Service Planner be abolished and replaced by the proposed job <br />description of Electrical Engineering Manager, with a proposed salary range of 41. <br />Mr. Elliott concluded Staff recommends approval of both job descriptions, and approval <br />of Resolution No. 4466, for the position of Electrical Engineering Manager. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Councilman Rios questioned the job descriptions as recommended and the proposed <br />salaries. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, the Public Hearing <br />was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve the two <br />job descriptions as outlined, and approve RESOLUTION NO. 4466. Unanimous vote. <br />RESOLUTION NO. 4466 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />RESOLUTION NO. 4447, ESTABLISHING A PAY AND CLASSIFICATION <br />PLAN FOR THE EMPLOYEES OF THE CITY OF COLTON. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Planning Director Aguilera reported on the request from Yolanda Lopez to create a <br />Planning Subcommittee for the South Colton area, advising that Mrs. Lopez presented <br />a proposal to Staff that a Standing Committee be formed by the City in order to re- <br />ceive input from this committee on development and other matters in the area speci- <br />fied, and the proposal also contained a detailed description of the functions of the <br />committee, its composition, the area, and purpose. <br />Mr. Aguilera stated that at the Planning Commission meeting of May 8, 1984, Staff <br />offered the following observations to the Commission: <br />1. The area described is greater than the area usually described as South <br />Colton. <br />2. Adding a subcommittee review to all Planning functions would cause addi- <br />tional delays in processing items for this part of the City. <br />3. The Planning Commission has always held public hearings specifically for <br />the purpose of hearing testimony from concerned citizens. <br />4. If a private organization was formed, the concerned citizens from this <br />area could be just as effective by participating in public hearings as <br />they would be if the committee were a City -sponsored organization. <br />MAY 15 1984 <br />Personnel Officer Elliott <br />submitted the Affidavit of Posing and reported that no <br />protests or objections had <br />been received. <br />Mr. Elliott reported the <br />amendments to the <br />City's Pay and Classification Plan in- <br />clude the revision of the <br />job description <br />for Maintenance Man III to more closely <br />reflect the duties of the <br />position.
