Mr. Aguilera continued the Commissioners expressed the opinion that what Mrs. <br />4 4 c,Lopez wished to accomplish was already being achieved and no additional commit- <br />tee was needed, and the Commission recommended to the City Council that the <br />creation of this committee be denied; however, the Commission also suggested that <br />the people of South Colton could form the committee they proposed, but without <br />City involvement, and they could use this committee to voice their opinions to the <br />Planning Commission, Parks and Recreation Commission, and City Council. <br />Mr. Aguilera concluded based on the Planning Commission recommendation, it is recom- <br />mended that the City Council deny the request for the creation of this committee as <br />a City -sponsored organization, but that the Council encourage the creation of a <br />private citizens' group for those interested citizens in South Colton, as well as <br />other groups throughout the City. <br />Moved by Councilman Rehrer, seconded by Councilman Rios, approving Staff's and the <br />Planning Commission's recommendations as outlined. Unanimous vote. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Home Financing Program <br />Ord. No. 1663 <br />City Attorney Edwards introduced Ordinance No. 1663 for First Reading, advising that <br />this ordinance pretains to the adoption of a Home Financing Program for the City <br />of Colton under the provisions of AB 1355. <br />City Attorney Edwards read Ordinance No. 1663 in its entirety, as requested by <br />Councilman Rehrer. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass First Reading <br />of Ordinance No. 1663, and waive further reading. Unanimous vote. <br />ORDINANCE NO. 1663 - AN ORDINANCE OF THE CITY OF COLTON ADOPTING A HOME FINANCING <br />(First Reading) PROGRAM. <br />On Council consensus, it was decided that an adjourned meeting would be held the <br />following week to consider Second Reading of Ordinance No. 1663. <br />CLOSED SESSION: <br />The City Council adjourned to Clsoed Session at 7:53 p. m., to discuss Personnel <br />Matters, and reconvened at 8:07 p. m., all Members present. <br />Personnel <br />Res.
