Mayor Huntoon asked if anyone present desired to speak on this matter. <br />Upon no one stepping forward, moved by Councilman Rehrer, seconded by <br />Councilman Rios, the Public Hearing was terminated. Unanimous vote. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />approve the job descriptions as recommended. Vote was unanimous. <br />Zoning <br />Ordinance No. 1671 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Planning Director Aguilera reported that because of negative factors <br />which may affect the use of land in sensitive areas throughout the <br />City, staff prepared a new overlay zone for Commission and Council <br />review and consideration. Mr. Aguilera stated it is expected that <br />this Sensitive Development Area (SDA) zone would allow both the <br />O Planning Commission and the community a better opportunity to examine <br />Co proposed land uses. <br />LO Mr. Aguilera stated the Zoning Ordinance is proposed to be amended to <br />0 include the Symbol "SDA" with the Zone Name "Sensitive development <br />Ly area zone." <br />a <br />Mr. Aguilera continued the new zone would be in the form of an over- <br />lay zone and shall be established only in conjunction with another <br />zone and shall be designated on the official zoning map with the <br />symbol SDA together with the underlying zone symbol, i.e., R-1/SDA. <br />Mr. Aguilera stated if Council concurs, with the Planning Commission <br />_ Resolution No. 2024, a motion to pass first reading of Ordinance <br />No. 1671 would be in order. <br />Mayor Huntoon asked if anyone present desired to speak on this matter. <br />After hearing no proponents or opponents, on motion of Councilwoman <br />Cisneros, seconded by Councilman Rehrer, the Public Hearing was <br />terminated. Unanimous vote. <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to <br />approve first reading of ORDINANCE NO. 1671 and waive full reading. <br />Unanimous vote. <br />ORDINANCE NO. 1671 <br />9 <br />- AN ORDINANCE OF THE CITY OF COLTON, AMENDING <br />ORDINANCE NO. 1602, AND TITLE 18 OF THE COLTON <br />MUNICIPAL CODE, ESTABLISHING A COMPREHENSIVE PLAN <br />FOR ZONING AND LAND USE. <br />CORRESPONDENCE: <br />Library Museum <br />City Attorney Edwards stated that Item No. 19, a letter from Hazel <br />Olson, President Colton Area Museum Assn. and Item 21, under his <br />items are related, and therefore, he would do the reporting. Mr. <br />Edwards read in full, the letter dated November 16, 1984 from Hazel <br />Olson. The letter stated agreement with all parts of the proposed <br />lease with the exception of (1) 20 year lease with no option and (2) <br />City employees will not staff the operation of the Museum. <br />City Attorney stated his item consisted of a summary of the proposed <br />lease of the Carnegie Library from the City to the Museum Association. <br />City Attorney Edwards advised the Council that it needs to make a <br />decision in order for Staff to proceed. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to <br />approve the contents of the Lease prepared by City Attorney Edwards <br />with incorporation of the Museum Assn. recommendations. <br />Discussion followed on the two recommendations of the Museum Assn. <br />versus the City Attorney's proposal and the Liability and who would <br />have to assume it. <br />NOV z 01984 <br />
