498 <br />Mayor Huntoon asked if anyone present desired to speak in favor of this <br />matter. <br />Mr. Raymond N. Haynes, of Lawson & Hartnell, Attorneys for Valley Out- <br />door Advertising, Inc., 25757 Redlands Boulevard, Redlands, spoke to <br />the City Council on behalf of the applicant requesting approval of <br />their freeway -oriented sign, stating it would be advantageous for the <br />residential developments in that area. Mr. Haynes then presented two <br />letters of support from Inter -American Builders Association and Cen- <br />tury Homes. <br />Mayor Huntoon asked if the sign in question is an existing sign. <br />Mr. Haynes replied yes it is. <br />Mayor Huntoon commented to Mr. Haynes that Valley Outdoor Advertising <br />put up a sign without obtaining a Building Permit, and they did not <br />know that was illegal. <br />Mr. Haynes stated the sign was in place before he became familiar with <br />this matter or was asked to represent the applicant. <br />Councilman Rios asked Mr. Aguilera just what the applicant is in <br />violation of. <br />Mr. Aguilera replied no Building Permit was obtained to erect the sign, <br />they are in violation of sections of Ordinance No. 1602 and Ordinance <br />No. 1522, and the proper procedures were not followed. <br />After additional discussion, moved by Councilman Rehrer, seconded by <br />Councilman Rios, the Public Hearing was terminated. Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to approve <br />RESOLUTION NO. 4513, denying the Appeal. Unanimous vote. <br />Appeals <br />Planning Director Aguilera referred to a letter from Presley of <br />Southern California, filing an Appeal on the Planning Commission's <br />decision of denial to amend the Planned Community Regulations on Ten- <br />tative Tract No. 12391. Mr. Aguilera said Staff recommends this <br />matter be set for Public Hearing for the next regular Council Meeting. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to set for <br />Public Hearing on Tuesday, November 6, 1984, Appeal filed by Presley of <br />Southern California on amendments to Tentative Tract No. 12391. <br />unanimous vote. <br />CORRESPONDENCE: <br />Agreement/Lease <br />Old Library Building <br />Mr. John Zane, 1321 North 9th Street, Colton, Architect and Building <br />Chairman of the Colton Area Museum Association, advised the Council <br />that the Association has been striving to establish a Museum in the old <br />Library Building and in order to expedite the leasing process, they <br />are recommending a list of items in need of repair in order to make the <br />building leasable. Mr. Zane stated the items in need of immediate <br />attention are repair of parapet and cornice flashing to avoid further <br />water damage to masonry, repair of irrigation system - lawn sprinklers, <br />inspection and cleaning of storm drain system including relocation of <br />drain under existing front entry stairs, and repair of broken window on <br />southeast corner of the office. Mr. Zane said there are also other <br />items in need of repair before the building could be occupied, such as <br />structural connections of floor to wall and roof to wall with straps, <br />as reported by Roy Palmer, Engineer, repair basement ceilings after <br />strapping has occurred, inspection and repair as necessary of the <br />electrical system and wiring, inspection and repair or replacement as <br />necesar.ry of the heating and air conditioning system, inspection and <br />repair as necessary of the existing plumbing system, painting of in- <br />terior and exterior of building including stripping and resealing of <br />painted wood paneling on main level, relocation of some of the old <br />OCT 16 1984 <br />
