490 <br />Upon no one stepping forward, on motion of Councilwoman Cisneros, <br />seconded by Councilman Rios, the Public Hearing was terminated. <br />Vote was unanimous. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to pass <br />First Reading of ORDINANCE N0. 1667, and waive further reading. Vote <br />was unanimous. <br />ORDINANCE NO. 1667 - AN ORDINANCE OF THE CITY OF COLTON, AMENDING <br />(First Reading) ORDINANCE NO. 1602, AND TITLE 18 OF THE COLTON <br />MUNICIPAL CODE, ESTABLISHING A COMPREHENSIVE <br />PLAN FOR ZONING AND LAND USE. <br />Text Amendment <br />Ord. No. 1668 <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Mr. Aguilera advised that this Text Amendment relates to amending Title <br />18 of the Colton Municipal Code, Section 18.24.040, Signs, and Staff <br />recommends that the City enter into an agreement with the Building In- <br />dustry Association, BIA, to regulate and create a sign program for <br />new housing, which is currently being used successfully by surround- <br />ing cities. The program would require that the City enforce its sign <br />ordinance to remove the illegal signs and allow the builders to use <br />the AIA sign program which would locate directional signs at strategic <br />points in the City, and in order to implement this program, the City <br />needs to amend its sign ordinance to allow offsite signs specifically <br />geared to this sign program. Mr. Aguilera referred to the amendments <br />as outlined in Planning Commission Resolution No. 2017. <br />Mr. Aguilera concluded if Council concurs, it would be in order to <br />consider First Reading of Ordinance No. 1668. <br />Mayor Huntoon asked if anyone desired to speak on this matter. <br />Upon no one stepping forward, moved by Councilman Rehrer, seconded by <br />Councilman Rios, the Public Hearing was terminated. Vote <br />was unanimous. <br />ORDINANCE NO. 1668 - AN ORDINANCE OF THE CITY OF COLTON, AMENDING <br />(First Reading) ORDINANCE NO. 1602, AND TITLE 18 OF THE COLTON <br />MUNICIPAL CODE, TO PROVIDE FOR OFF-SITE DIREC- <br />TIONAL SIGNS RELATING TO NEW HOUSING DEVELOP- <br />MENTS. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />Agreements <br />Planning Director Aguilera advised that Staff received proposals from <br />the San Bernardino County Community Housing Resource Board informing <br />the City that the Boards' services could be made available to Colton, <br />the purpose of these services being to assist the City in meeting the <br />compliance requirements of fair housing practices. Mr. Aguilera said <br />the program is an activity that may be funded with Community Develop- <br />ment Block Grant monies, as is being done in both the City and County. <br />Mr. Aguilera continued that the Boards' proposal suggests a fee of <br />$7,000 for their services, however, the City's C.D.B.G. Water Im- <br />provements Project, #104-05206, has only $3,000 available to use for <br />this purpose. Mr. Aguilera advised that the Director of the Board, <br />Ms. Mary Irving, indicated a lesser amount may be acceptable. <br />Mr. Aguilera stated Staff feels the City does need the program in <br />order to comply with State requirements, and therefore, recommends <br />that the $3,000 available in the Water Improvements Account be trans- <br />ferred for payment of these services. <br />SEP 18 1984 <br />
