484 Mayor Huntoon read in full a Proclamation declaring October 15 through 21, 1984, as COLTON WESTERN DAYS. The Proclamation was accepted by Wes Hayden, Chairman of the Colton Western Days Committee. Resolution of Commendation Councilman Rios read in full a Resolution of Commendation honoring and congratulating the 1984 Ken Hubbs Little League All Star Team for their outstanding record of ten wins and one loss in tournament com- petition. The Resolution was accepted by Trini Rivera, President of the 1984 Ken Hubbs Little League All Star Team. Councilwoman Cisneros and Councilman Rios then presented plaques to the League officials, Trini Rivera, President; James Castro, Manager; Coaches Pete Ortiz and Bruno Negrete, and each one of the team members. PUBLIC HEARINGS: Personnel Res. No. 4498 Mayor Huntoon declared the Continuance of the Public Hearing. Personnel Officer Elliott submitted the Affidavit of Posting the Con- tinuance of the Public Hearing. Mr. Elliott stated the Council Members have copies of the survey re- sults regarding the proposed position of Chief Building Inspector, and Staff recommends, after careful review of the surveys, that the posi- tion be changed to Senior Building Inspector, which is designed to be a =tnrting supervisory position. Mayor Huntoon asked if anyone desired to speak on this matter. Upon no one stepping forward, moved by Councilman Rios, seconded by Councilwoman Cisneros, the Public Hearing was terminated. Vote was unanimous. Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap- prove RESOLUTION NO. 4498. Unanimous vote. RESOLUTION NO. 4498 - Planning/General Plan Res. No. 4507 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING RESOLUTION NO. 4447, ESTABLISH- ING A PAY AND CLASSIFICATION PLAN FOR THE EM- PLOYEES OF THE CITY OF COLTON. Mayor Huntoon declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Planning Director Aguilera reported on the revised Housing Element document, which was submitted to the Council on July 3, 1984, advis- ing that the City has not yet received written comments from the State, only verbal, however, in order to receive the $300,000 in State Hous- ing Rehabilitation funds, the City must have a revised and adopted Housing Element. Mr. Aguilera concluded Staff recommends the Housing Element be adopt- ed as submitted, by Resolution No. 4507, recognizing that Staff would have to resubmit this document to Council when the State response ar- rives. Mayor Huntoon asked if anyone desired to speak on this matter. Upon no one stepping forward, moved by Councilwoman Cisneros, seconded by Councilman Rios, the Public Hearing was terminated.
