484 <br />Mayor Huntoon read in full a Proclamation declaring October 15 through <br />21, 1984, as COLTON WESTERN DAYS. The Proclamation was accepted by <br />Wes Hayden, Chairman of the Colton Western Days Committee. <br />Resolution of Commendation <br />Councilman Rios read in full a Resolution of Commendation honoring and <br />congratulating the 1984 Ken Hubbs Little League All Star Team for <br />their outstanding record of ten wins and one loss in tournament com- <br />petition. The Resolution was accepted by Trini Rivera, President of <br />the 1984 Ken Hubbs Little League All Star Team. <br />Councilwoman Cisneros and Councilman Rios then presented plaques to <br />the League officials, Trini Rivera, President; James Castro, Manager; <br />Coaches Pete Ortiz and Bruno Negrete, and each one of the team members. <br />PUBLIC HEARINGS: <br />Personnel <br />Res. No. 4498 <br />Mayor Huntoon declared the Continuance of the Public Hearing. <br />Personnel Officer Elliott submitted the Affidavit of Posting the Con- <br />tinuance of the Public Hearing. <br />Mr. Elliott stated the Council Members have copies of the survey re- <br />sults regarding the proposed position of Chief Building Inspector, and <br />Staff recommends, after careful review of the surveys, that the posi- <br />tion be changed to Senior Building Inspector, which is designed to be <br />a =tnrting supervisory position. <br />Mayor Huntoon asked if anyone desired to speak on this matter. <br />Upon no one stepping forward, moved by Councilman Rios, seconded by <br />Councilwoman Cisneros, the Public Hearing was terminated. Vote was <br />unanimous. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to ap- <br />prove RESOLUTION NO. 4498. Unanimous vote. <br />RESOLUTION NO. 4498 - <br />Planning/General Plan <br />Res. No. 4507 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING RESOLUTION NO. 4447, ESTABLISH- <br />ING A PAY AND CLASSIFICATION PLAN FOR THE EM- <br />PLOYEES OF THE CITY OF COLTON. <br />Mayor Huntoon declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Planning Director Aguilera reported on the revised Housing Element <br />document, which was submitted to the Council on July 3, 1984, advis- <br />ing that the City has not yet received written comments from the State, <br />only verbal, however, in order to receive the $300,000 in State Hous- <br />ing Rehabilitation funds, the City must have a revised and adopted <br />Housing Element. <br />Mr. Aguilera concluded Staff recommends the Housing Element be adopt- <br />ed as submitted, by Resolution No. 4507, recognizing that Staff would <br />have to resubmit this document to Council when the State response ar- <br />rives. <br />Mayor Huntoon asked if anyone desired to speak on this matter. <br />Upon no one stepping forward, moved by Councilwoman Cisneros, seconded <br />by Councilman Rios, the Public Hearing was terminated.
