RESOLUTION NO Cisneros, seconded by Councilman Rios, to adoptP 5 the City's General Plan, and RESOLUTION NO. 4507 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE CITY'S GENERAL PLAN. Agreements/C.D.B.G. Mayor Huntoon declared the Public Hearing open. City Clerk Ramos submitted the Affidavit of Publication and reported that no protests or objections had been received. Mr. Aguilera reported on the Cooperating Cities Agreement between the City of Colton and the San Bernardino County Office of Community De- velopment, a three-year Community Development Block Grant program, be- ginning July 1, 1985 and terminating June 30, 1988, during which time the City would be allocated C.D.B.G. funds through the County office on a formula basis. RESOLUTION NO. 4508 - CORRESPONDENCE: RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AUTHORIZING THE MAYOR OF THE CITY OF COLTON TO SIGN THE COOPERATION AGREEMENT FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR THE FISCAL YEARS 1985-86, 1986-87 AND 1987-88, WITH THE SAN BERNARDINO COUNTY OFFICE OF COMMUNITY DEVELOPMENT. County Fair Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, ap- proving and authorizing the Los Angeles County Fair to hang banners in t}.e City of Colton announcing the County Fair, September 13 through 30, 1984, subject to supervision by the City's Electrical Department. Unanimous vote. School Districts Mrs. Lois Stansel, Program Specialist with the Rialto Unified School District, spoke to the City Council with regard to impaction in the Rialto School District, requesting that the City of Colton set a date to review this report, with possible action on this matter as it re- lates to the City of Colton. Discussion then followed among Council. Members and Staff with regard to the Colton Joint Unified School District, Grand Terrace and other surrounding communities regarding the problem of impaction. Moved by Councilwoman Garcia, seconded by Councilman Rehrer, to refer this matter back to Staff for study and legal opinion, and report back to the City Council at a future date. Unanimous vote. Bond Program SEP 4 1984 Mr. Aguilera concluded Staff recommends the Mayor be authorized to execute the Agreement on behalf of the City, and approve Resolution No. 4508. OJ Mayor Huntoon asked if anyone desired to speak on this matter. M� Upon no one stepping forward, on motion of Councilman Rios, seconded by < Councilwoman Cisneros, the Public Hearing was terminted.
