486 <br />City Manager Elliott reviewed a letter dated August 26, 1984, from <br />Joseph T. Janczyk, Ph.D., commending the City of Colton with regard <br />to the City's recent 1984 Mortgage Revenue Bond Program. <br />PLANNING COMMISSION REPORTS AND RECOMMENDATIONS: <br />General Plan/Zonin <br />Planning Director Aguilera advised that the Planning Commission creat- <br />ed an Ad Hoc Committee, to assist in reviewing the inconsistencies <br />between the Zoning and General Plan Land Use Maps in the South Colton <br />area, and held a publicized meeting at the Luque Center on July 18, <br />1984. On August 22, 1984, the Committee met to consider its recommen- <br />dation to the Planning Commission, and on August 28, 1984, the Planning <br />Commission agreed with the Committee's recommendation as submitted. <br />Mr. Aguilera stated in view of this, the Planning Commission has made <br />the following recommendations to the City Council: <br />1. The area between Fogg and Congress Streets be zoned Industrial <br />Park (IP) and the General Plan be changed accordingly. <br />2. The area between Fogg and Washington Streets be zoned Light Manu- <br />facturing (M-1) and the General Plan be changed accordingly. <br />3. Both areas be designated as Sensitive Development Areas because of <br />their proximity and effect on neighboring residential. areas. This <br />designation will be in the form of an overlay zone requiring a Con- <br />ditional Use Permit for any and all development and which would be <br />symbolized as follows: IP/SDA or M-1/SDA. <br />Mr. Aguilera said the Planning Commission further recommends that the <br />City investigate the possibility of extending 6th Street north to La <br />Cadena Drive, as this link onto La Cadena Drive would be much less ex- <br />pensive than upgrading the Fogg Street Underpass and would provide a <br />direct access to La Cadena Drive from the southerly industrial areas, <br />thereby by-passing 7th and 8th Streets as local truck routes. Mr. <br />Aguilera stated the Commission advised they feel strongly about the <br />6th Street extension, however, it need not interfer with the adoption <br />of their proposed Zoning and General Plan classifications. <br />Mr. Aguilera concluded if Council concurs, a motion to agree with the <br />Planning Commission's recommendations and to instruct the Planning Com- <br />mission to begin processing the appropriate procedures to enact this <br />motion would be in order. <br />Mrs. Yolanda Lopez, 789 West F Street, and Ms. Lorenza Vasquez, 677 <br />South 8th Street, both addressed the City Council asking why the <br />Ad Hoc Committee's report had not been included with the material <br />submitted, why was Staff handling this matter in this way, would <br />th-ce in fact be public hearings held on these items, and why wasn't <br />the input from the residents, at the Planning Commission meeting, being <br />considered. <br />Councilwoman Garcia stated there seem to be too many "pockets" in South <br />Colton and she felt that, rather than taking care of this problem on a <br />piece meal basis, do the whole thing at one time and get it over with. <br />Discussion then followed among Council Members, Staff, Mrs. Lopez and <br />Ms. Vasquez. <br />Councilwoman Cisneros stated that the City Council had asked the Plann- <br />ing Commission and Staff to study this problem, come up with some rec- <br />ommendations, and report back to the Council, which is what has been <br />done. Mrs. Cisneros said, unfortunately, the City cannot please every- <br />one, therefore, she would move for approval of Staff's recommendation.. <br />Motion seconded by Councilman Rehrer. Upon Roll Call, the Vote was: <br />Ayes: Four; Rios, Cisneros, Rehrer, Huntoon. <br />Noes: One; Garcia. <br />Absent: None. <br />Motion carried. <br />SEP 4 1984 <br />
