Unanimous vote. <br />(8) Ordinance No. 0-1-72 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 0-1-87 for Second Read- <br />ing, reading it as to number and title only: <br />ORDINANCE NO. 0-1-87 - AN ORDINANCE OF THE CITY OF COLTON LIMITING <br />(Second Reading) THE NUMBER OF DOGS AND CATS KEPT IN A DWELLING <br />UNIT. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass <br />Second Reading and adopt Ordinance No. 0-1-87. Motion carried, with <br />Councilman Rehrer voting NO. <br />MAYOR AND CITY COUNCIL ITEMS: <br />roclamations <br />Dr. Renald Anelle, Chairman of the Library Board, and Richard Holmer, <br />Human Resources Director, commended Barbara Schreffler, Adult Resource <br />Librarian, on her 14 years of employment with the City, and thanked <br />her for her service to the City and the community, and wished her much <br />success in her new position in Santa Rosa. <br />Mayor Gonzales read in full a Proclamation honoring Barbara and paying <br />special tribute for her outstanding contributions to the City and com- <br />munity. <br />PUBLIC HEARINGS: <br />Text Amendments <br />Ord. Nos. 0-2-87 & 0-3-87 <br />Mayor Gonzales declared the Continuance of the Public Hearing. <br />City Clerk Ramos submitted the Affidavit of Posting Continuance and <br />reported that no protests or objections had been received. <br />Community Development Director Aguilera reported from his memorandum <br />regarding Text Amendments, Index No. TA -1-87, regarding minor changes <br />to the Zoning Ordinance, and in particular, dealing with the Develop- <br />ment Review Committee (DRC), and changes requested by the Planning <br />Commission, allowing it more opportunity to review proposed develop- <br />ment. <br />Mr. Aguilera continued the Planning Commission initially recommended <br />that the DRC be abolished and the Community Development Director make <br />1, <br />decisions on minor development issues after consultation with key <br />Staff; however, later the Planning Commission then recommended that <br />3 <br />
