Mr. Roupe stated that he and his associate, Gloria Adame, have assisted <br />in training many of the employees on the Hewlett Packard system, and <br />continue to provide assistance as needed, time permitting. <br />Mr. Roupe thanked the Council for their time and stated he would be <br />happy to answer any questions. <br />Discussion followed among Councilwoman Cisneros, Councilman Rios, Mr. <br />Roupe and City Manager Benest with regard to training personnel, re- <br />sponse time and availability of Mr. Roupe, future programs and opera- <br />tions, etc. <br />City Manager Benest said that Staff will be presenting this matter to <br />the City Council again at a future date. <br />COMMUNITY DEVELOPMENT DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Text Amendment <br />Community Development Director Aguilera reported from his memorandum re- <br />garding revision of periodic review requirements for development agree- <br />ments with the City and amendments to Ordinance No. 1676, as recommended <br />by Best, Best & Krieger. Mr. Aguilera stated if Council concurs, Staff <br />would recommend passing First Reading of Ordinance No. 0-12-88. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, to waive full <br />reading and pass First Reading of Ordinance No. 0-12-88. Unanimous vote. <br />ORDINANCE NO. 0-12-88 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(First Reading) ORDINANCE NO. 1676, REVISING PERIODIC REVIEW <br />REQUIREMENTS FOR DEVELOPMENT AGREEMENTS. <br />CITY MANAGER'S REPORTS AND RECOMMENDATTONS! <br />Electric Utility/Personnel <br />Human Resources Manager Colleen McCloud reviewed the memorandum per- <br />taining to the Electric Utility Department Training and Development <br />Plan, a pilot project, designed to maintain a high level of technical <br />and managerial competence through continuing education and to assure <br />continuity by creating a human resource pool that the City can draw <br />from to fill key technical, professional, supervisory and management <br />positions. <br />Mrs. McCloud said Staff recommends adoption of the Electric Utility De- <br />partment Training and Development Plan. <br />After discussion, moved by Councilwoman Garcia, seconded by Councilman <br />Rios, to approve and adopt the Electric Utility Department Training and <br />Development Plan.
