Mayor Gonzales read in full a Plaque which was presented to John L. <br />Spalding upon his retirement after 37-1/2 years of service to the City. <br />Mayor Gonzales and Council Members congratulated Mr. Spalding. <br />Car Allowances <br />Mayor Gonzales read his memorandum regarding Car Allowances to City <br />Employees, designating those employees eligible to receive a car <br />allowance. <br />Moved by Councilman Rios, seconded by Councilwoman Garcia, approving <br />Car Allowances to those Employees so designated. Unanimous vote. <br />PUBLIC HEARINGS: <br />Zone Change/General Plan Amendment <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />City Manager Benest spoke about the commercial development in the West <br />Valley area, a key project for the City, which will provide City services <br />to the residents as well as shopping opportunities. Mr. Benest stated <br />the proposed shopping center will consist of approximately 19 acres and <br />will create important shopping opportunities, jobs, and provide approxi- <br />mately $200,000 in sales tax revenue on an annual basis, which will <br />assist in providing the necessary Police, Fire, Recreation and other <br />City services for the residents of that area. Mr. Benest said Staff <br />is recommending that the additional commercial area be designated as <br />Sensitive Development area and that there be a host of traffic mitiga- <br />tion efforts. <br />Community Development Director Jaime Aguilera made a presentation on <br />the proposed commercial development, located on the southeast corner of <br />Randall and Eucalyptus Avenues, and outlined the background and issues <br />of the proposal. Mr. Aguilera advised the owner/developer, Intercal <br />Colton Properties, owns approximately 10 acres of land adjacent to the <br />site in question, which is presently zoned C-2, and now requests a change <br />of zone on the other 9.6 acres of land from R-1 to C-2 for commercial de- <br />velopment. Mr. Aguilera advised a 10 acre parcel to the west has been <br />designated for an elementary school by the Rialto School District. <br />Mr. Aguilera continued one of the major concerns has been the traffic <br />situation, and the proposed increase in traffic, especially with the <br />proposed adjacent school and the residential area. Mr. Aguilera said <br />Staff requested several conditions in this regard - that the developer <br />pay fees for signalization and the upgrading of Interstate 10 inter- <br />change at Pepper Avenue; payment for crossing guards on Randall and <br />Eucalyptus Avenues; and no driveways facing the proposed school would <br />be allowed.
