Mr. John Reichel, 3151 Airway Avenue, Costa Mesa, stated that the City <br />Staff has recommended approval of Tentative Tract 14048, and the lots and <br />setbacks are identical to the 269 adjacent lots, which was approved by the <br />Planning Commission. Mr. Reichel referred to a map indicating the lots in <br />question, and stated the philosophy the Planning Commission is using does <br />not really apply in this case, and he did not feel it was fair to discrimi- <br />nate against these 46 lots. <br />After brief discussion, moved by Councilman Rios, seconded by Councilman <br />Rehrer, the Public Hearing was terminated. Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to approve Resolu- <br />tion No. R-123-88. Unanimous vote. <br />RESOLUTION NO. R-123-88 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON TO APPROVE AN APPEAL FILED BY MR. JOHN <br />REICHEL REGARDING FILE INDEX NO. TENTATIVE TRACT <br />14048. <br />POLICE CHIEF'S REPORTS AND RECOMMENDATIONS: <br />Lt. Patrick Crowe reported on an allocation of additional funds for a com- <br />puter-aided dispatch records management system. <br />Lt. Crowe advised the initial Grant with Office of Criminal Justice Plann- <br />ing was based on a cost estimate to purchase a Command Data computer system <br />similar to those used by the Cities of Rialto and Ontario. It appears that <br />the Command Data stand-alone crime analysis system requires duplicate data <br />entry by clerks in records and crime analysis units and extensive custom <br />design of the analysis software programs to meet individual jurisdiction <br />needs. Due to a recent equipment cost increase, an additional $12,000 in <br />City funds would also be required to purchase this equipment. <br />Lt. Crowe continued the San Bernardino Sheriff's Department has created a <br />state-of-the-art computer system which performs not only crime analysis, <br />but records management and computer-aided dispatch. The system allows all <br />users to share statistical crime information. The City of Colton would be <br />required to purchase and. maintain its own terminals, modems and printers, <br />and share in the County's operations cost. Although the City would have <br />input into the design of programs and report formats, all of the actual <br />systems analysis and programming would be handled by the County. If the <br />City decided to leave the County program, the equipment purchased could <br />be used in our own stand-alone program. The cost to the City to partici- <br />pate in this system would be $134,500, of which $91,663 would be picked up <br />by the Grant. <br />Lt. Crowe advised for a City contribution of $42,837, the City would not <br />only be able to meet its crime analysis objectives, but would also receive <br />functioning records management and computer-aided dispatch systems. These <br />programs will assist the City in reducing its response time for service <br />calls, increase available officer time devoted to field rather than paper <br />9 <br />
