business, done some minor renovating and conditions have improved. <br />Speaking in opposition to this matter were Mr. Henry Mendoza, 464 West M <br />Street, Colton, and Mr. Roy Roman, 1825 Serrano Court, Colton. <br />Ms. Carolina Rodriguez, 382 South 7th Street, Colton, spoke to the City <br />Council, in Spanish, regarding the Appeal and her business at 328 South <br />7th Street. Her comments were translated by Community Development Direc- <br />tor Jaime Aguilera. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to close the <br />Public Hearing. Unanimous vote. <br />Moved by Councilman Rios, seconded by Councilman Lofy, to approve Resolu- <br />tion No. R-122-88. Unanimous vote. <br />RESOLUTION NO. R-122-88 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON TO DENY AN APPEAL FILED BY MS. CAROLINA <br />RODRIGUEZ REGARDING FILE INDEX NO. D-76-88. <br />Appeal <br />Mayor Gonzales declared the Public Hearing open. <br />-, <br />City Clerk Ramos submitted the Affidavit of Publication and reported that <br />no protests or objections had been received. <br />Community Development Director Aguilera reported on the Appeal filed by <br />John Reichel regarding Tentative Tract No. 14048, located at the south- <br />east corner of Randall and Eucalyptus Avenues, and the Planning Commis- <br />sions denial because the lots as shown were too small. <br />Mr. Aguilera continued that Mr. Reichel contends the map he submitted was <br />an exact duplicate to the 230 lots he processed directly to the south of <br />this tract. Mr. Aguilera stated although Staff agrees with the Planning <br />Commission's desire to have developers build standard size lots, Staff <br />also recognizes that to make such a requirement here would mean this tract <br />would be an island of 46 lots within an area containing 959 lots of simi- <br />lar size. Mr. Reichel has been told that property under his ownership to <br />the east of Pepper Avenue must be developed as standard sized lots, and <br />Mr. Reichel has agreed. <br />Mr. Aguilera said it is, therefore, Staff's recommendation that Mr. Reichel <br />be granted his Appeal, subject to the Conditions of Approval as outlined <br />in the Staff Report to the Plannning Commission. Mr. Aguilera stated if <br />Council concurs with Staff's recommendation, it would be in order to adopt <br />Resolution No. R-123-88, approving the Appeal. If Council wishes to deny <br />the Appeal, a resolution indicating denial would be in order. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />5 <br />
