Moved by Councilwoman Cisneros, seconded by Councilman Rios, to close the
Public Hearing. Unanimous vote.
Community Development Director Aguilera said at the time the application
was received for this project, the applicant was informed that a Condition-
al Use Permit would be required for a gas station. The applicant did not
have a client at the time of application, and the plans that were approved
did not include the pumps as part of the approval. Mr. Aguilera stated
some of the uses mentioned at the Planning Commission hearing were a bank
or convenience store at this corner.
Moved by Councilwoman Cisneros, seconded by Councilman Lofy, to approve
Resolution No. R-126-88, denying Appeal. Unanimous vote.
RESOLUTION NO. R-126-88 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
COLTON TO DENY AN APPEAL FILED BY MILTON POLSKY,
ET AL, REGARDING FILE INDEX NO. C-19-88.
Councilwoman Cisneros stated she was sorry to lose the project, however,
the Council must consider the wishes of the citizens.
Ucrnnnnol
Mayor Gonzales declared the Public Hearing open.
Personnel Officer Benest submitted the Affidavit of Posting and reported
that no protests or objections has been received.
Personnel Officer Benest reported on the positions of Street Maintenance
Supervisor and Parks Maintenance Supervisor, the studies and audits made
on these positions, responsibilities and duties involved, training, etc.
Mr. Benest advised that both of these positions are currently classified
as Leadworkers.
Mr. Benest continued based on the written materials and interviews with
the employees and supervisors, Staff found that the Parks and Streets Lead -
workers are clearly performing significantly different and more responsi-
ble duties than those described in their present job specifications; the
level of duties are more comparable to those of a supervisor. Mr. Benest
said Staff has prepared new job descriptions to include the additional
duties, responsibilities, skills and abilities. The new classifications
are recommended at salary range 21.5 in the General Unit. This range is
approximately 5 percent above the previous positions.
Mr. Benest concluded Staff recommends adoption of the job descriptions for
Street Maintenance Supervisor and Parks Maintenance Supervisor, and Reso-
lution No. R-127-88, amending the Pay and Classification Plan.
Mayor Gonzales asked if anyone present desired to speak on this matter.
4
