Under this formula, churches and schools would be able to file <br />multiple permit requests if they had distinct and separately <br />organized youth groups with more than 20 members in each, no <br />more than one-quarter of which were in the same two groups. <br />Such organizations would have to have an official organization <br />date and meet the one year guideline in the current Code. <br />Schools and churches would not be able to file for permits <br />under the civic organization category. <br />Ms. Keane concluded Staff recommends the City Council select either al- <br />ternative one or two and that the City Attorney be directed to draft an <br />ordinance to implement the selected alternative and to modify the exist- <br />ing City Code as requested by the City's Fire Department. It is recom- <br />mended that such ordinance be prepared for First Reading for the Council <br />Meeting of March 1, 1988. <br />Mr. Steven Fox, 1401 South Mt. Vernon Avenue, Colton, spoke on behalf <br />of the churches, asking that the Council consider the churches, and all <br />of the good work each one does for the community. <br />Discussion followed among Council Members and Staff with regard to the <br />alternatives presented, various organizations and groups, etc. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to approve <br />Alternate No. 1 as outlined by Staff. Unanimous vote. <br />City Attorney Edwards stated he has prepared an ordinance that includes <br />the options outlined by Staff for the sale of fireworks. Mr. Edwards <br />read the ordinance in its entirity. <br />Moved by Councilman Rios, seconded by Councilwoman Cisneros, to waive <br />further reading and pass First Reading of Ordinance No. 0-5-88. Vote <br />was unanimous. <br />ORDINANCE NO. 0-5-88 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(First Reading) SECTION 6.32.040C OF THE COLTON MUNICIPAL CODE <br />PROVIDING LICENSES FOR SALE OF FIREWORKS. <br />Traffic Regulations & Control <br />Res. No. R-17-88 <br />City Manager Benest referred to a proposed resolution encouraging <br />Riverside County and the City of Moreno Valley to participate, <br />financially and otherwise, in developing the Specific Plan for <br />Reche Canyon, as discussed at a previous Council Meeting. <br />Mr. Benest concluded Staff recommends approval of Resolution No. R- <br />17-88, to be sent with a cover letter from the Mayor to Riverside <br />County and the City of Moreno Valley. <br />Moved by Councilwoman Garcia, seconded by Councilman Rios, to approve <br />Resolution No. R-17-88. Unanimous vote. <br />V <br />
