City Clerk Ramos reviewed her memorandum with regard to the Special Muni- <br />cipal Election held Tuesday, February 9, 1988, for the James Sullivan <br />Mutual Water District, Improvement District "A", and requested approval <br />of Resolution No. R-16-88, reciting the facts of the Election, declar- <br />ing the results, and such other matters as provided by law. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve <br />Resolution No. R-16-88. Unanimous vote. <br />RESOLUTION NO. <br />R-16-88 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, CALIFORNIA, RECITING THE FACT OF <br />THE SPECIAL MUNICIPAL ELECTION HELD ON FEBRU- <br />ARY 9, 1988, DECLARING THE RESULT AND SUCH <br />OTHER MATTERS AS PROVIDED BY LAW. <br />CITY MANAGER'S REPORTS AND RECOMMENDATIONS: <br />Fireworks Permits <br />Ord. No. 0-5-88 <br />Assistant City Manager Leslie Keane reported from her memorandum on <br />revision of the Annual Fireworks Sales Permits and a proposed ordi- <br />nance. Ms. Keane reviewed past practices, the existing procedures, <br />and proposed rules and regulations with regard to issuing permits for <br />the sale of fireworks by various organizations. <br />Ms. Keane stated Staff recommends two alternatives as possible solu- <br />tions: <br />1. Council establish three organizational categories and distribute <br />permits among these categories, by lot if necessary, as follows: <br />Churches/Religious Organizations - 3 <br />Youth Groups (High School, Sports, other) - 5 <br />Civic Organizations - 2 <br />This formula would not guarantee that all 1987 permit holders <br />would receive permits in future years, but it would "grand- <br />father -in" the number of organizations within each category. <br />It would be Staff's recommendation under this alternative that <br />churches be allowed to submit only a single request for permit, <br />regardless of whether or not they have a school or a variety of <br />sub -groups. <br />2.
