Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to <br />tentatively approve the City Clerk's budget. Unanimous vote. <br />Administrative Services - City Manager Benest stated funding for an <br />attorney for the 2nd and 3rd Mello -Roos Districts, and purchase of <br />a computer terminal is provided; the remainder is status quo. <br />Personnel - A full time Intermediate Typist Clerk is recommended and <br />the part time clerk is being deleted. Funding for the maintenance <br />and operation of rental property, and office rental at the annex is <br />provided. <br />Fiscal Operations - There is a trade-off of a part time for one <br />clerical. Funding of the full time clerical will be less than the <br />overall part time funding. Increase in the computer maintenance costs <br />is due to the increase in software and equipment. <br />Utility Billing - One Customer Service Representative will be assigned <br />as the Senior Customer Service Representative. This will be done on a <br />a rotating basis. This will provide training and upward mobility. <br />Underpass Bonds - The bonds have been paid in full. <br />Library Debt - There is five years to go on this debt account. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to <br />tentatively approve the Administrative Services budget. Unanimous vote. <br />Community Development - There are two new positions. A contract <br />plans examiner, to be paid by fees collected and an Engineer Specialist. <br />Funding the Community Development Block Grant Projects, Graffitti <br />Abatement, Computer Mapping, Curbs and Gutter on South 5th, Water Improvement <br />for northeast Colton, Water Improvement Study, Senior Outreach Project/Worker, <br />and loan repayments. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to <br />tentatively approve the Community Development budget. Unanimous vote. <br />Police - The Chief of Police budget is status quo. The Police Patrol <br />has 3 new positions. Two additional traffic officers and one gang <br />related officer. The Detective Division has one new narcotics officer. <br />There is office equipment related to the court building renovation. <br />Councilman Rios inquired about the $22,000 over time. Councilman Rios <br />suggested that this be looked at later on in year to determine if it <br />would not be better to hire an additional person vs. the over time. <br />Animal Control - Remains status quo. Did not fill the licensing <br />clerk last year, will hire a person this year. <br />The Building and Maintenance provides for gas tank testing. There is <br />office equipment, computer desks and a printer. The Canine shows an <br />increase because of the dog being replaced. The Crime Prevention <br />shows the Explorer Program to be housed in the expanded police building. <br />3 <br />
