Boards & Commissions <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, ratifying <br />reappointment of Donald McIntosh to the Library Board. Unanimous vote. <br />PUBLIC HEARINGS: <br />Appeals <br />Res. No. R-47-88 <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported <br />that no protests or objections had been received. <br />Community Development Director Jaime Aguilera reported on the Appeal <br />filed by Joe Lacko, on the Planning Commission and Development Review <br />Committee's denial of his request for an increase in density, for a <br />proposed senior citizen apartment complex, from 34 units per acre to <br />41.7 units per acre, or a total of 96 units on 2.3 gross acres. <br />Mr. Aguilera continued the increase in density will reduce the size of <br />each unit and decrease available parking. Mr. Aguilera stated Staff has <br />requested that 20 percent of the units be designated as moderate income <br />housing and that the developer provide transportation for the senior <br />citizens, among other conditions as outlined in Planning Commission Reso- <br />lution No. R-3024. <br />Mr. Aguilera concluded Staff and the Planning Commission feel it would <br />be in the best interests of the City to limit the residential density <br />to not more than thirty-four units per acre, and because higher densities <br />do not exist anywhere else in the City, Staff was recommending adoption <br />of Resolution No. R-47-88, denying the Appeal filed by Joe Lacko. <br />Mayor Gonzales asked if anyone present desired to speak on this matter. <br />Mr. Jon Zane, Architect, 226 Redlands Plaza, Redlands, spoke on behalf <br />of the project stating there is a great need for senior citizen housing <br />in Colton. Mr. Zane said they plan to construct very attractive, com- <br />fortable units, provide affordable housing, more services and amenities. <br />Mr. Zane showed the Council Members photos of other senior citizen apart- <br />ment units with a greater number of units than they were requesting in <br />Rancho Cucamonga and San Bernardino. <br />Mr. Zane stated the only issue here is density, as they have already <br />received approval, and the proposed project does not differ that great- <br />ly from what the City is proposing for senior citizen housing. <br />3 <br />
