Ms. Keane stated the addition of Animal Service Officer in the Police <br />Department is reflected, as well as, the reduction of the Council's <br />contingency account for this purpose. Ms. Keane stated other actions <br />reflected include the action on revenue sharing and the setting of <br />the annual appropriations limit. <br />Ms. Keane stated adoption of the following recommendations will provide <br />for approval of the Fiscal Year 1988-89 Annual Budget and for the <br />allocation of current year revenue sharing funds as prescribed by <br />Federal law. <br />1. Resolution No. R-53-88 - Authorizing Claim for SB -325 Roads and <br />Highways Funds for the City of Colton. <br />2. Adopt Fiscal Year 1988-89 Revenue Projects, Attachment #1 of <br />Agenda Material. <br />3. Establish the Fiscal Year 1987-88 Allocation of Revenue Sharing. <br />4. Adopt Resolution No. R-54-88 - Annual Appropriations Limits. <br />5. Adopt Resolution No. R-55-88 - Adopting Budget for FY 1988-89. <br />Adopt Resolution No. R-56-88 Authorizing Regular and Special <br />Positions for FY 1988-89. <br />Council Member Rios stated that before final adoption of the budget, <br />he would propose adding another Police Detective to do gang related <br />work. <br />City Manager Benest proposed three options: (1) Adopt the budget <br />with the addition of the Police Detective, staff will bring back a <br />report showing the modification. (2) Wait until mid -year, to allow <br />time to get to full strength and then make the determination if the <br />additional detective is still needed. (3) Hire a second civilian <br />as was done for the Community Services Officer, this will free up <br />another detective. <br />Moved by Councilman Rios, seconded by Councilman Rehrer, to adopt <br />option number 1. Unanimous vote. <br />Councilwoman Cisneros stated she had previously brought up the need <br />for an additional Maintenance Man I in the Water Department. <br />Council and staff agreed that the Maintenance Man I would be brought <br />back at mid -year. <br />Councilwoman Garcia stated staff should continue to look at hiring <br />an additional civilian in the Police Department to free up a sworn <br />person for field work. <br />3 <br />
