Assistant City Manager Leslie Keane reported from her memorandum regard- <br />ing adoption of an Urgency Ordinance to define transfer of Franchise <br />control. Ms. Keane stated Daniels & Associates, the City's current <br />cable television operators, are contemplating a merger with United <br />Artists, and although the City's cable franchise ordinance prohibits <br />the sale of the franchise without the City's approval, this provision <br />may not be broad enough to include a merger. Ms. Keane advised the <br />City's special legal counsel, Rutan and Tucker, has prepared the Ur- <br />gency Ordinance for Council's consideration. <br />Ms. Keane concluded Staff recommends approval of Ordinance No. 0-8-88. <br />After discussion, moved by Councilwoman Cisneros, seconded by Council- <br />woman Garcia, to waive full reading of Ordinance No. 0-8-88. Unanimous <br />vote. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to ap- <br />Ordinance No. 0-8-88, an Urgency Ordinance. Upon Roll Call, motion <br />carried with Councilman Rios disqualifying himself. <br />ORDINANCE NO. 0-8-88 - AN URGENCY ORDINANCE OF THE CITY COUNCIL AMEND- <br />ING CHAPTER 5.06.070 OF THE COLTON MUNICIPAL CODE <br />TO DEFINE CHANGES IN CONTROL OF A CABLE TELEVISION <br />GRANTEE AS A TRANSFER TN THE FRANCHISE AND TO <br />PROHIBIT SAID CHANGES IN CONTROL WITHOUT CONSENT <br />OF THE CITY COUNCIL OF THE CITY OF COLTON. <br />Closed Session <br />City Manager Benest requested a Closed Session at the end of the meet- <br />ing, relating to Personnel Matters. <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 0-3-88 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 0-3-88 for Second Reading, <br />reading it as to number and title only: <br />ORDINANCE NO. 0-3-88 - AN ORDINANCE OF THE CITY OF COLTON AMENDING <br />(Second Reading) ORDINANCE NO. 160219 AS AMENDED, AND PROVIDING <br />FOR CERTAIN ZONE RECLASSIFICATIONS FROM A-1 <br />(COUNTY) TO R -E (CITY OF COLTON). <br />Moved by Councilwoman Cisneros, seconded by Councilman Rios, to pass <br />Second Reading and adopt Ordinance No. 0-3-88.
