Assistant City Manager Leslie Keane reported from her memorandum regard- <br />ing adoption of an Urgency Ordinance to define transfer of Franchise <br />control. Ms. Keane stated Daniels & Associates, the City's current <br />cable television operators, are contemplating a merger with United <br />Artists, and although the City's cable franchise ordinance prohibits <br />the sale of the franchise without the City's approval, this provision <br />may not be broad enough to include a merger. Ms. Keane advised the <br />City's special legal counsel, Rutan and Tucker, has prepared the Ur- <br />gency Ordinance for Council's consideration. <br />Ms. Keane concluded Staff recommends approval of Ordinance No. 0-8-88. <br />After discussion, moved by Councilwoman Cisneros, seconded by Council- <br />woman Garcia, to waive full reading of Ordinance No. 0-8-88. Unanimous <br />vote. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to ap- <br />Ordinance No. 0-8-88, an Urgency Ordinance.
