Ms. Keane continued Staff is recommending the Council make a number of <br />modifications to the City's Fiscal Year 1987-88 Budget to allow for the <br />efficient continuation of current service levels. The overall impact <br />of these modifications is a $1.4 million dollar reduction to the Budget, <br />which represents a 4% decrease. Ms. Keane stated Staff is further recom- <br />mending an increase of $151,000 to the General Fund, the majority of <br />which will support salary increases implemented in accordance with ap- <br />proved Memorandums of Understanding. Ms. Keane then reviewed recommen- <br />dations concerning personnel, one part-time and two full time employees, <br />four replacement Police Patrol cars, decreases in the Enterprise Funds, <br />and reductions to Capital Improvement Budgets. <br />Ms. Keane concluded if the City Council wishes to pursue these recom- <br />mendations, the required action would be for approval of the eight (8) <br />items as listed at the end of the report, which include adoption of <br />Resolution Nos. R-22-88 and R-23-88. <br />Councilman Rios stated he was not happy with the item concerning the <br />addition of a computer specialist/programmer analyst, as he understands <br />the City currently has a computer programmer on board that does this <br />type of work and is supposed to train the employees on their respective <br />computer terminals. Mr. Rios felt this was an unnecessary expenditure. <br />Councilwoman Garcia expressed her agreement with Councilman. Rios, stat- <br />ing she also understood that the individual, presently under contract <br />with the City, had stated previously part of his contract would be the <br />training of employees as necessary. <br />Discussion then followed between Council and Staff with regard to the <br />City's present computer programs, the contract with David Roupe for <br />services, on-going programs, the need for expansion and training pro- <br />grams, etc. <br />Councilman Rios stated he would be in favor of approving the Mid -Year <br />Budget and Resolution Nos. R-22-88 and R-23-88, however, he would like <br />to delete that portion pertaining to the computer specialist. Mr. Rios <br />stated he would also like to have Mr. Roupe present at the next regular <br />Council Meeting for a presentation to the City Council. <br />After additional discussion, moved by Councilman Rios, seconded by Council- <br />man Rehrer, to approve the Mid -Year Budget, deleting the portion per- <br />taining to the addition of Computer Specialist -Programmer Analyst, Item <br />No. 4, and adopting Resolution Nos.
