COUNCIL MEETING <br />NOVEMBER 1, 1988 <br />An Regular Meeting of the City Council of the City of Colton was held <br />on the above given date at 7:30 p. m., in the Council Chambers of City <br />Hall, Mayor Gonzales presiding. <br />Mayor Gonzales led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by Pastor Stephen Anderson, Healing Waters Church. <br />ROLL CALL: <br />Council Members present were Rios, Cisneros, Rehrer, Garcia, and Mayor <br />Gonzales. Also present were City Manager Benest, City Attorney Edwards, <br />and City Clerk Ramos. <br />City Manager Benest stated we will deviate from the regular Agenda and <br />take Item No. 24 first, a Public Hearing to consider Annexation South 44. <br />PTTRT.Tr HF.ARTNrq <br />�-* Annexations <br />Mayor Gonzales declared the Public Hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication, Mailing and Post- <br />ing, and reported that three letters of protest have been received, from <br />the City of Riverside, County of Riverside, and Riverside Construction <br />Company. Mrs. Ramos advised also that she had been handed a Petition con- <br />taining signatures of 40 registered voters, opposing Annexation South 44. <br />City Manager Benest reported that the City Council and the Planning Commis- <br />sion previously took action to approve the prezoning and annexation of ap- <br />proximately 300 acres located west of the Colton City limits and north of <br />the San Bernardino County line. Mr. Benest stated the proposed annexation <br />is seen by Staff and the Local Agency Formation Commission as proper., as <br />it is within the City of Colton's Zone of Influence. LAFCO approved the <br />annexation on September 21, 1988, by Resolution No. 2152. <br />Mr. Benest continued the purpose of this public hearing is to hear testi- <br />mony from registered voters and/or land owners within the proposed annexa- <br />tion. Following the close of the public hearing, staff requests that the <br />City Council continue this matter to the regular Council Meeting of Novem- <br />ber 15, 1988, or to a Special Meeting. Staff will make a recommendation <br />later in the meeting, which will provide time for Staff to validate the <br />appropriateness and sufficiency of the protests received. <br />
