Mayor Gonzales said there are a great many mobile home residents out there living on a fixed income that can no longer afford these exorbitant space increases. Councilwoman Cisneros stated none of us have ever been against rent con- trol, however, she felt it was the Council's responsibility to check into this matter further. Councilwoman Cisneros also suggested that someone other than our City Attorney pursue this matter, due to a conflict of in- terest, possibly the firm of Best, Best & Krieger. Councilmen Rios and Rehrer stated they were in agreement with Council- woman Cisneros, and both spoke about the rent control iniative voted on at the previous election, held 2 years ago, that had been defeated. Mayor Gonzales explained that the proposed Ordinance was for mobile home parks only, it does not include apartment buildings, etc., as the former iniative did. Councilwoman Cisneros reiterated she felt this matter should involve more discussion and study, especially concerning costs involved, the possibil- ity of litigation, etc. Mrs. Cisneros stated she would be willing to par- ticipate in a workshop on this item. City Manager Benest stated this could be set up at the next regular Council Meeting, December 6, 1988. Mayor Gonzales asked for a Roll Call Vote on the motion: AYES: Three; Cisneros, Gonzales, Lofy. NOES: Two; Rios, Rehrer. ABSENT: None. Motion carried. RECESS: The City Council recessed at 6:50 p. m., to take up the business of the Colton Public Improvement Corporation, and reconvened at 7:00 p. m., all Members present. RDA: The City Council adjourned at 7:00 p. m., to take up the business of the Redevelopment Agency for the City of Colton, and reconvened at 7:04 p.m., all Members present. CLOSED SESSION: The City Council adjourned to Closed Session at 7:05 p. m., to discuss Personnel Matters, pursuant to Government Code Section 549579 and recon- vened at 7:20 p. m., all Members present. 3
