Councilwoman Cisneros stated she did not feel this was appropriate to con- sider tonight as this matter requires alot of discussion and review, such as the costs involved, the possibility of litigation, etc. Mrs. Cisneros said she felt this matter should be brought back to the Council at a later date with a report from Staff. Mayor Gonzales stated it takes two readings of an ordinance before it can be adopted, and he felt that before second reading this matter could be discussed and reviewed, however, he also felt it was important to consider 2
