Human Services Director Rich Holmer reported on a Grant, in the <br />amount of $76,388, to be received from The State of California <br />Department of Conservation - Division of Recycling. Mr. Holmer said <br />the grant funds will enable the City to expand its Recycling Program <br />and services. <br />rn},l o my <br />Assistant City Manager Keane reported on a proposed ordinance to <br />modify the City's cable television franchise with American Cable TV <br />Investors IV, Ltd. Ms. Keane advised that the Settlement Agreement <br />with the cable company will provide: <br />1. Increase in franchise fees to be received by the City from 3% to <br />4%. <br />2. Payment of $89,998 to the City for the purchase of cable <br />equipment, in lieu of the provision of a cable television <br />studio. <br />3. Activation of a return path from City Hall which will enable the <br />City to broadcast programming on a local channel. <br />4. Limited access to the cable company's mobile van for special <br />program taping and editing services. <br />5. Revisions to existing franchise language regarding rate <br />regulation and must -carry channels to bring it in conformance <br />with current state and federal legislation. <br />Ms. Keane recommended Council pass First Reading of Ordinance No. <br />0-28-88. <br />Moved by Councilwoman Cisneros, seconded by Councilwoman Garcia, to <br />pass First Reading and waive full reading of Ordinance No. 0-28-88. <br />Upon Roll Call, the Vote was: Ayes: Cisneros, Rehrer, Garcia, Mayor <br />Gonzales; Noes: None. Councilman Rios disqualified himself from <br />Voting. <br />ORDINANCE NO. 0-28-88 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY <br />(First Reading) OF COLTON AMENDING ORDINANCE NO. 1578 AND <br />APPROVING AN AGREEMENT ENTITLED "SETTLEMENT <br />AGREEMENT" DATED AUGUST 2630 19882 AND <br />INCORPORATING SAID AGREEMENT INTO ORDINANCE <br />NO. 1578 AND AMENDING CHAPTER 5.06 OF THE <br />COLTON MUNICIPAL CODE PURSUANT TO SAID <br />SETTLEMENT AGREEMENT. <br />Sales and Use Tax Ordinance <br />City Manager Benest reported from his memorandum regarding <br />consideration of a sales and use tax ordinance and implementing <br />agreements, in conjunction with a Disposition and Development <br />Agreement with American R.
