City Clerk Ramos submitted the Affidavit of Publication and reported that <br />no protests or objections had been received. <br />Community Development Director Aguilera reported that the tract has a <br />long history of review by the Planning Commission and City Council. <br />Three years ago the subdivision was approved as a "small lot" and then <br />one and a half years ago lot size became an issue and Council increased <br />the lot sizes to an average of 6,000 square feet and therefore reduced <br />the number of lots from 120 to 90. Two extensions have been granted. <br />At the time the last extension was granted it was done with the under- <br />standing that no further extensions would be granted. Two alternatives <br />as well as financial impact for each is as follows: <br />1. If the Council denies the extension, the tentative tract will expire <br />immediately. Financial Impact: The City would not benefit from <br />the bond money which will be collected from the Mello -Roos District <br />of which this tract is a part until such time as someone else files <br />a new tract, at which time, bond proceeds will be available to the <br />City. <br />2. The City Council could approve a six month extension to allow the <br />Tentative Tract to record. Financial Impact: In allowing the <br />tract with small lots to record the City will begin to receive the <br />bond proceeds within a few months. <br />Open Discussion was held. <br />Council Member Roman referred to letter dated 2/22/91, from Pacific <br />Coast Properties in regards to PDC Housing Group seeking a two year <br />extention in 6/90 without their knowledge and a six month extension <br />was granted by the Planning Commission until 2/26/91. <br />Mr. Aguilera explained that an extension had been requested by <br />PDC Housing Group. <br />Mr. G.T. Le, President, Pacific Coast Properties, Inc., 950 W. 17th <br />St., Suite C, Santa Ana, stated three years ago Pacific Coast was prepared <br />to present to the Council a final map for recordation for approval. Now <br />three years later we are $1 million in the hole and in backruptcy. This <br />is due to the continued delays by the City. Because of the continued <br />delays developers have backed out. Before the final map could be ap- <br />proved by Council the City set a 45 day moratorium against small lots. <br />Mr. Le explained since that time he has continued to work with the <br />City to correct any problems regarding delays. Mr. Le felt that while he <br />cooperated with City requirements, problems arose every time he sub- <br />mitted what was necessary. This was a constant problem that arose in <br />working with the previous City Manager, Ms. Leslie Keane. Mr. Le alluded <br />to possible political interference. He commended the present City <br />Manager, Mr. Sotelo, as things have progressed and delays have not <br />occured; however, yet again today he was informed that Forecast Develop- <br />ment had backed out. <br />7 APR 2 1991 <br />
