f and. <br />Council Member Roman questioned whether the City should get into the <br />business of providing assistance to commercial businesses and suggest- <br />ed looking into a loan and grant program as an alternative. <br />Mr. Aguilera stated that commercial buildings were involved; however, <br />some are non-profit such as the Church. <br />Council Member Cisneros felt that the Parent Anonymous program has <br />alot of merit. <br />Mr. Aguilera responded that only 15% of CDBG funds can be used for Social <br />Service and Council would have to cut into the Youth or Seniors Program. <br />Discussion continued among the Council as to how the funds could be <br />adjusted, revised or changed to assist Parents Anonymous in some way. <br />Mayor Gonzales informed the Council that the Youth Program and Seniors <br />Programs has also had reduction in funds and the CDBG funds will enable <br />the progams to continue this year. <br />Mr. Aguilera suggested that changing Parents Anonymous to No. 1 could be <br />done and if one of the programs funded did not work out then Parents <br />Anonymous would be next to be eligible for funding. Council was in <br />agreement to this suggestion. <br />Council Member Lofy suggested that in the past through the Human Services <br />Department, the City was able to assist a project for the physically <br />handicapped and suggested that Ms. Hoar should meet with the Director of <br />Human Services for discussion of City assistance through the regular <br />budget. <br />Motion by Council Member Cisneros, seconded by Member Lofy to approve <br />Resolution R-24-91. <br />Mayor Gonzales opened the floor for discussion of the resolution. <br />Council Member Cisneros stated that perhaps RDA could assist Parent <br />Anonymous as this is a most worthwhile program. <br />Motion by Council Member Roman, Seconded by Member Lofy to accepts <br />staff's recommendation.
