(10) Recycling <br />Goals and Objectives for AB939 Source Reduction and Recycling <br />Element and AB939 Task Force Status Report. <br />(11) Deed <br />Approval of Grant Deed to Relinquish City Rights -of -Way for <br />Parcel Map #12702. <br />Council Member Cisneros requested that Item 7. on the Consent Calendar, <br />Contract to Proceed with Phase II of FY 90-91 Street Paving be pulled <br />for further discussion. <br />Mayor Gonzales pulled Item 7. from the Consent Calendar and will be <br />discussed as Item 11(a). <br />Moved by Council Member Lofy, seconded by Member Roman, to approve <br />the Consent Calendar with the exception of Item 7. Motion carried. <br />Council Member Cisneros voting No. <br />Council Member Cisneros addressed questions regarding Item 11(a), <br />referring to monies from Measure I and RDA allocated monies being used <br />for paving streets. The main concern is the area which includes Long <br />Beach Dr. and Latham St. <br />Public Works Director Hutton responded that Phase I was done in <br />August/September 1990. The second phase for rehabilitation along with <br />additional streets is scheduled to begin within 15 days of Notice to <br />Proceed. Both Long Beach Dr. and Latham St. are included in Phase II. <br />Streets are being added due to additional funding received. <br />Council Member Cisneros inquired as to how soon the work would begin. <br />Mr. Hutton stated that if approval is made by Council this evening, <br />Contractor will be notified tomorrow and work would begin within 15 <br />days. <br />Moved by Council Member Cisneros, seconded by Council Member Rehrer, <br />to approve Item 11(a). Unanimous vote. <br />Cinco De Mayo <br />Deirdre Bennet, 720 Atchison St., addressed the serving of alcohol <br />as part of the Cinco De Mayo celebration. The celebration is a family <br />orientated activity and because of this, she is opposed to alcohol <br />being served. Serving alcohol is encouragement of its use. Council <br />has in the past supported such programs as the DARE program and Alcohol <br />Month. If approved we are sending a message to our youth that <br />alcohol is okay. <br />Susan Carr, 1150 N. La Cadena Dr., chose to reserve her comments until <br />Council either approves or denies use of alcohol for the Cinco De <br />Mayo event. <br />2 <br />
