Moved by Councilman Lofy, seconded by Councilman Roman, appointing Mayor Gonzales as the Voting Delegate and Chairperson Cisneros as the Voting Alternate, for the League of California Cities Annual Conference to be held in San Francisco, October 13 - 16, 1991. Vote was unanimous. PARKS, RECREATION & HUMAN SERVICES DIRECTOR'S REPORTS & RECOMMENDATIONS: Weekend Workers Program Parks, Recreation & Human Services Director Gaytan gave a status re- port on the Weekend Restitution Program, which is contracted with the San Bernardino County Sheriff's Department. Mr. Gaytan stated the workers do many weed and litter abatement tasks, as well as many City beautification projects that, due to budget con- straints, would otherwise go unattended. Mr. Gaytan advised the program has provided a substantial amount of community service at a minimal cost to the City. Mr. Gaytan continued the City now has the program run by part-time, temporary recreation leaders that are paid $5.25 to $5.75 per hour, with no benefits. By not using regular, full-time employees and losing their time on the job, the City is saving in excess of $71,000 to operate the program. The City also saves money from weed abatement costs and fines on City -owned property. Mr. Gaytan concluded Staff would recommend the Council continue support- ing the Weekend Restitution Program. Councilman Roman stated he is all for this program, and he would like to take this opportunity to commend the workers and the departments for the excellent job they are doing. Mr. Roman stated often times employees and departments do exceptional work and do not get commended for it. FINANCE DIRECTOR'S REPORTS AND RECOMMENDATIONS: Community Facilities Districts City Manager Stratton presented Ordinance Nos. 0-12-91 and 0-13-91 for Second Reading, pertaining to Community Facilities Districts Nos. 87-1 and 88-1 respectively. Mrs. Stratton advised that Staff found discrepancies in Ordinance No. 0-14-91, pertaining to Community Facilities District No. 90-1 (Mt. Vernon Corridor), and stated she was reintroducing that Ordinance for First Reading and recommended waiving full reading. Moved by Councilman Lofy, seconded by Councilwoman Cisneros, to pass Second Reading and adopt Ordinance Nos. 0-12-91 and 0-13-91. Vote was unanimous.
