Moved by Councilman Lofy, seconded by Councilman Roman, appointing <br />Mayor Gonzales as the Voting Delegate and Chairperson Cisneros as <br />the Voting Alternate, for the League of California Cities Annual <br />Conference to be held in San Francisco, October 13 - 16, 1991. Vote <br />was unanimous. <br />PARKS, RECREATION & HUMAN SERVICES DIRECTOR'S REPORTS & RECOMMENDATIONS: <br />Weekend Workers Program <br />Parks, Recreation & Human Services Director Gaytan gave a status re- <br />port on the Weekend Restitution Program, which is contracted with the <br />San Bernardino County Sheriff's Department. <br />Mr. Gaytan stated the workers do many weed and litter abatement tasks, <br />as well as many City beautification projects that, due to budget con- <br />straints, would otherwise go unattended. Mr. Gaytan advised the program <br />has provided a substantial amount of community service at a minimal cost <br />to the City. <br />Mr. Gaytan continued the City now has the program run by part-time, <br />temporary recreation leaders that are paid $5.25 to $5.75 per hour, <br />with no benefits. By not using regular, full-time employees and losing <br />their time on the job, the City is saving in excess of $71,000 to operate <br />the program. The City also saves money from weed abatement costs and <br />fines on City -owned property. <br />Mr. Gaytan concluded Staff would recommend the Council continue support- <br />ing the Weekend Restitution Program. <br />Councilman Roman stated he is all for this program, and he would like <br />to take this opportunity to commend the workers and the departments <br />for the excellent job they are doing. Mr. Roman stated often times <br />employees and departments do exceptional work and do not get commended <br />for it. <br />FINANCE DIRECTOR'S REPORTS AND RECOMMENDATIONS: <br />Community Facilities Districts <br />City Manager Stratton presented Ordinance Nos. 0-12-91 and 0-13-91 for <br />Second Reading, pertaining to Community Facilities Districts Nos. <br />87-1 and 88-1 respectively. Mrs. Stratton advised that Staff found <br />discrepancies in Ordinance No. 0-14-91, pertaining to Community <br />Facilities District No. 90-1 (Mt. Vernon Corridor), and stated she was <br />reintroducing that Ordinance for First Reading and recommended waiving <br />full reading. <br />Moved by Councilman Lofy, seconded by Councilwoman Cisneros, to pass <br />Second Reading and adopt Ordinance Nos. 0-12-91 and 0-13-91.
