Councilwoman Cisneros stated she has also received many letters and <br />phone calls from citizens that are very concerned about the costs for <br />this proposed Medical Facility. Mrs. Cisneros said there are many <br />misconceptions about this issue. Mrs. Cisneros said if the City would <br />have said Yes to the County on this Medical Facility, we would not have <br />had the chance to mitigate our concerns. Mrs. Cisneros stated our Council <br />has never received reports from our City departments on this matter. <br />Mrs. Cisneros advised this hospital would be tax exempt, it is in an <br />RDA Project area and the City would loose this property tax money. <br />Mrs. Cisneros said she has facts and figures and 20o set-aside monies <br />stay in Colton and are for our people. Mrs. Cisneros concluded it is <br />not easy to make this decision, however, the City is not in a position <br />to pay for everything that will be needed for this facility. <br />Luli Aguilera, 190 Fulmar Court, Colton, stated she felt she was free <br />to express her own opinions, it does not have anything to do with her <br />husband, however, she was approached in the parking lot by a spouse of <br />one of the Councilmembers and was told she should have remained neutral <br />and should not be here. Mrs. Aguilera said she feared there might be <br />retaliation against her husband. <br />Councilman Roman stated he feels every employee and resident of the City <br />of Colton has the right to stand up and give their opinion on any issue. <br />Mr. Roman said he feels this medical facility is a "once in a life time" <br />opportunity to get this hospital in Colton. Mr. Roman stated as far as <br />the City's deficit is concerned, this was created over a period of time <br />and hopefully the Council can take care of this without loosing any <br />personnel. Mr. Roman advised that the Senior Citizen Complex will be <br />very expensive to run once it is operational. Mr. Roman concluded he <br />supports this Medical Facility and feels that many of these issues can <br />be worked out with the County. <br />Mayor Gonzales concluded because Councilman Rehrer is absent this even- <br />ing and he feels a full Council should be present to make this decision, <br />he would probably call for a Special Meeting at a later date. <br />Farmers Market <br />Councilman Roman said he had requested that the Farmers Market Program <br />be placed on the Agenda, as he would like to suggest some modifications <br />to this Program. Mr. Roman continued because so many residents are <br />working during the day and cannot attend the Market, he would like to <br />suggest the Farmers Market be held in the evening, possibly the same <br />evening the concerts are held in Fleming Park. Mr. Roman said possibly <br />others could be encouraged to join in on this, and it might be more <br />profitable to have this in the evening instead of the daytime. Mr. <br />Roman requested that Staff check into this matter. <br />On Council consensus, Staff was directed to check into this matter as <br />requested by Councilman Roman. <br />League of California Cities <br />Voting Delegate & Alternate <br />4 <br />AUG 6 1,991 <br />
